摘 要
政府机关后勤部门是我国党政机关的重要组成部分，承担着向党政机关提供后勤保障服务的重要使命，确保党政机关政务工作能正常、优质、有序的进行。政府机关后勤部门工作水平的高低，直接影响到其他政府机关单位的工作效率和工作质量，甚至间接影响到社会经济的发展，因此，政府机关后勤工作至关重要。在当前大力加强政府体制改革的前提下，要增强制度化、标准化建设，提高后勤服务质量、提高组织凝聚力、保障机关正常运转，降低行政成本，必须坚持和依靠制度化管理、程序化运行、标准化服务，对建设节约型机关具有十分重要的意义。
本文介绍了与政府机关后勤相关的新公共管理理论、后勤社会化理论、服务经济学理论基础，为进一步转变政府后勤职能、推动政府机关后勤深化改革提供了理论指导和理论支撑。研究分析了当代政府机关后勤管理中出现的问题，在研究对比西方发达国家政府后勤管理的先进做法和管理模式的基础上，总结出我国与西方发达国家后勤管理存在的差距，以及可以借鉴的管理体制和服务模式。
以德州市政府机关后勤管理为例，研究分析了我国地方政府机关后勤管理中存在的主要问题及其成因，利用相关后勤理论和借鉴国外政府后勤管理的先进做法，结合工作实际，提出了较为系统、可操作性强的措施。建议措施包括建立科学的机关后勤机构体制、加大后勤服务社会化进程、强化绩效评估、优化干部队伍等措施。
研究成果对丰富和完善地方政府机关后勤管理的内涵，为地方政府的后勤保障改革具有参考价值和借鉴意义。

Abstract
The logistics sector of government agencies is an important part of the party andgovernment organs, which provide logistical support services to government agenciesand ensure the normal administrative work efficiently and conduct orderly. The level ofthe logistics department of government agencies directly affects the efficiency andquality of the work of other government departments and units, even indirectly affectsthe social and economic development. Therefore, the logistics work of governmentagencies is critical. On the current premise of that reform is strengthened by thegovernment vigorously. To enhance institutionalized and standardized constructionimprove the logistics service quality and organizational cohesion to ensure the normaloperation of organs and reduce administrative costs, we must adhere to and rely oninstitutional management, operational procedures and standardization services. So it isimportant to save institution.
This paper describes the new public management and logistics-related agencies,logistics socialization theory, to further transform government functions back, push backdeepen reform government agencies provide theoretical guidance and theoretical support.
Research and analysis of contemporary government logistics management problems, incontrast to Western countries government basic research facility management practicesand advanced management mode, summed up the gap between China and Westerncountries exist in logistics management, and management can learn system and servicemodels.
Dezhou city office logistics management, for example, research and analysis of themajor problems and causes of local government authorities that existed in logisticsmanagement, logistics theory and use of relevant foreign government learning from thebest practices of logistics management, combined with actual work, proposed a moresystematic and operable measures. It recommends measures including the establishmentof a scientific system of logistic organization and increasing logistics servicesocialization process, strengthening performance evaluation, optimization of cadres andother measures. Research to enrich and improve the logistics management of localgovernment bodies connotation for logistical support of local government reform as areference value and reference.
