乡村旅游是当代中国旅游业的新生力量，呈现出蓬勃发展的态势，逐渐成为旅游产业不可或缺的重要组成部分。在国内乡村旅游迅猛发展的同时，也表现出一些亟待解决的问题，如资源开发与保护、产品营销、管理体制、发展模式的确定等，国内学者对这些问题的研究中做出了积极的研究和探索，乡村旅游也成为旅游研究领域的一个重要分支。
当然，乡村旅游是否发展的有序健康、是否有经济效益，是与每个地区的政策环境、经济环境等完全分不开的，所以经营模式也会完全不同，因地而异。
乌鲁木齐县的乡村旅游借助南山旅游产业基地的建设，向来发展呈上升趋势，相对于乌鲁木齐市周边的城市来说，市区的人们更愿意去乌鲁木齐县体验农村生活，寻找心灵的安静。这与它优美的自然资源和浓厚的人文气息是完全分不开的。另外，乌鲁木齐县计划以南山旅游产业基地为核心，南山生态旅游景区和环首府综合发展区为发展区，打造首府旅游服务业中心和县城现代服务业中心。要达到这样的目标，就必须打造乡村旅游品牌，发展乡村旅游特色。
论文在公共产品理论和产权理论等相关理论的基础上，依托乌鲁木齐县的区位优势，以及乌鲁木齐县南山旅游产业基地对乌鲁木齐市的旅游服务功能，对乌鲁木齐县乡村旅游发展模式进行研究，以方家庄村为案例，通过对方家庄农家乐经营者采取问卷和访谈等方式，对方家庄供给系统的驱动因子进行因子分析，得出方家庄是属于混合作用型发展模式，应加强中介系统的介入。最后，根据对现有的“个体农庄”、“农户+农户”、 “政府+公司+农户”、“股份制模式”、“公司+农户”等几种模式的现状进行分析，提出乌鲁木齐县方家庄适用的“股份制模式”.
论文在一定程度上对乌鲁木齐县乡村旅游发展提供了建议，丰富了乡村旅游理论体系，为乌鲁木齐县南山旅游产业基地的建设和发展提供参考。

Abstract
Rural tourism is a contemporary Chinese tourism industry force, showing abooming trend, it has become an important part of the tourism industry indispensable.
While the rapid development of rural tourism in the country, but also showed somepressing issues, such as resource development and protection, product marketing,management system, development model and the determination of domestic scholarsstudy these issues and make a positive research and exploration, rural tourism hasbecome an important branch of research in the field of tourism.

To achieve this goal, we must build rural tourism brand,development of rural tourism.
