弱势儿童教育作为缓解社会矛盾，改善弱势儿童生活的有效手段。近几年来越来越受到我国政府的高度重视。并逐年加大了在弱势儿童教育上的投入，力图从根本上提高我国弱势儿童教育的整体水平，使我国弱势儿童快乐健康的成长。
但是，由于我国长期存在的城乡二元化结构和各地区之间的贫富差异，导致我国教育资源整体上分配不均，师资配置不合理，致使我国的弱势儿童教育一直处在一个较低的发展水平上。同时，我国在弱势儿童教育上缺乏必要的理论指导，也使得弱势儿童教育往往流于形式。正是基于上述的原因，本文在研究上从全纳教育的视角对我国弱势儿童的生活和学习现状做了一个整体的梳理，在梳理的同时，和美国的弱势儿童教育做了一个综合的比较，对其成功经验加以了借鉴。
经研究发现我国弱势儿童教育，在法律法规建设上还不是很完善，弱势儿童教育专项资金投入明显不足，教学内容和形式上针对性不强，同时缺乏必要的、有效的融合机制。整体上我国的弱势儿童教育处于一个发展阶段。
本文的研究共分五个部分：
第一部分：引言。主要介绍了问题的提出，核心概念的界定，研究的意义，本文采用的研究方法，以及国内外对此问题的研究综述。
第二部分：全纳教育和弱势儿童教育。主要介绍了全纳教育的内涵和产生背景，全纳教育的发展历程，全纳教育和弱势儿童教育的关系。
第三部分：我国弱势儿童教育现状分析。主要介绍了我国弱势儿童的基本状况，我国弱势儿童教育的发展状况，我国弱势儿童教育存在的主要问题和产生原因。
第四部分：全纳视角下美国弱势儿童教育的发展及其对我们的启示。主要介绍了美国政府对于弱势儿童教育的全面支持，完备的弱势儿童的学校教育，以及对我国弱势儿童教育的启示。
第五部分：以全纳教育为指导，加强我国弱势儿童教育的建议。主要提出了强化政府责任，健全弱势儿童教育法律体系，加强学校的育人功能，强化专业人才的培养，加强全纳社会的构建等建议。

Abstract
The disadvantaged children's education as an effective means to alleviate socialcontradictions and improve disadvantaged children's lives. In recent years china'sgovernment more and more pay attention to it and gradually increase the investmentin the education of disadvantaged children, trying to improve the overall level ofeducation for disadvantaged children from fundamental ,so that the growth of china'sdisadvantaged children happy and healthy.
However, it is difference to urban-rural dual structure of china's long-standing andbetween rich and poor among regions, resulting in the whole of the unevendistribution of educational resources, teacher irrational allocation, resulting in theeducation of disadvantaged children has been in a lower development on the level.
Meanwhile, the country lacks the necessary theoretical guidance on education fordisadvantaged children, makes the education of disadvantaged children are often amere formality .Based on the above reasons, the paper on the study from theperspective of inclusive education for current life and education situation ofdisadvantaged children do a whole combing ,while made a comprehensivecomparison with the education of disadvantaged children of United States and absorbits successful experience.
The study found that the laws and regulations of the education of disadvantagedchildren is not perfect. special education funding for disadvantaged children isobviously insufficient. targeted content and from of teaching is not strong. but lack thenecessary and effective integration mechanism. Our whole education fordisadvantaged children is in a development stage.
The study is divided into five parts:
Part Ⅰ：Introduction. Introduces the problem of defining the core conceptspresented, the significance of the study, research method used in this paper ,andreview research on this issue at home and abroad.
Part Ⅱ：Inclusive education and education for disadvantaged children .Introducesthe meaning and background of inclusive education, the development process ofinclusive education, inclusive education and relationship education for disadvantagedchildren.
Part Ⅲ：The Status of the education of disadvantaged children. Introduces thebasic situation of disadvantaged children, development of education for disadvantagedchildren, the main problem of the existence of disadvantaged children and causes.
Part Ⅳ：Inclusive Perspective development of American education fordisadvantaged children and their inspiration to us. Introduces a comprehensive USgovernment support for the education of disadvantaged children, disadvantagedchildren complete school education and enlightenment to our underprivilegedchildren's education.
Part Ⅴ :The inclusive education as a guide, proposals to enhance the educationof disadvantaged children. The main proposed to strengthen the government'sresponsibility to improve the education of disadvantaged children the legal system,strengthen the school's educational function, the training of professionals and theconstruction of an inclusive society proposals.
