  摘 要  
  
  自 1986 年至今,我国的普法教育事业已走过二十多个年头,完成了五个五年普法规划,回首过去,面对这些年来所取得的重大成果,我们无疑十分骄傲。随着时间的推进,我们迎来了第六个普法规划年,在过去取得的成果的基础上,我们的普法事业仍在稳步进行,并将取得更加辉煌的成绩。
  
  在撰写本论文之前,笔者身为普通大众的一员,更兼法律专业学生之身份,对于这场轰轰烈烈的普法运动能否达到其目的感到忧虑,因为就笔者自身的经验而言,普法教育在笔者所居住的区域所取得的效果似乎并不是很好,于是由此产生了一系列疑问:为什么要推行全民普法?每个人都需要被普法吗?社会大众究竟需不需要普法呢?普法教育是否可以达到它所希望的结果?如果不能达到,又是因为受到了哪些因素的影响?这些因素能否被改变,反过来去促进普法教育的发展?带着这些疑问,笔者开始着手收集资料,并进行浏览整理,发现当前国内学者对于普法教育有一些专精的学术作品发表,但关注度并不高,而且多从教育学、政治学、传播学等角度对普法教育加以研究,从法律的角度来对普法教育进行探讨的反而不多。普法教育本身既是一个社会问题,也是一个法律问题,是每个法律人都应当给予更多关注的领域,这对于我国法治建设和整个法律群体的发展都具有重大意义。于是本着一个法律人的责任感,笔者萌生了撰写此文的想法。
  
  本文共分为四个部分进行论述。第一部分为“引言”,总领全文,主要对我国二十余年的普法教育所取得的成就进行总结,对“六五”普法规划及未来的普法工作进行展望,并提出本文的主题,即吸取失败的教训,借鉴成功的经验,提出适当的建议,在当前我国普法教育面临的困境中找到妥善的解决方法。
  
  第二部分为“普法教育概述”,首先对普法教育的含义加以阐释,给“普法教育”这一概念做出明确的界定,这样才能针对普法教育的特点进行进一步的研究;然后阐述普法教育的重要性,意在说明普法教育对我国法治建设和法治事业的意义。后半部分主要叙述了我国普法教育的实施,列出从“一五”普法规划到“六五”普法规划的发展历程,总结出每个普法阶段的主要普法内容,针对的普法对象及每个阶段的时代特点,并给出如此规划的原因,再依据这些年的普法规划得出我国普法规划的基本特征。
  
  第三部分和第四部分是本文的重点。第三部分为“我国普法教育问题分析”,这一部分首先提出了不同主体对普法教育的不同认识,指出了政府、学者和民众对普法教育认识上的误区,并列出了产生这些误区的原因。只有先从认识上摆正对普法教育的态度,普法工作才能得以更顺利地进行。之后,本部分提出了当前我国普法教育中存在的问题,这些问题的存在严重阻碍了我国普法教育的发展进程,是目前我国普法工作必须面对并亟待解决的。
  
  第四部分为“我国普法教育问题的改进”.针对第三部分中所涉及的问题,笔者在第四部分提出了改善的意见和建议。要转变传统的普法观念,树立现代化的普法理念并更加注重普法对象的接受度和参与度。只有普法对象正确认识普法教育,接受普法教育,普法工作才能更好地进行下去。然后针对当前普法教育中存在的问题,笔者提出了一些改进建议,如紧密结合实际,针对不同主体普法、改善普法内容和验收方式、加强权利教育,培养公民意识以及注重媒体普法的自我约束与法律约束等。正视普法教育中存在的问题,并对这些问题进行改进,笔者相信未来我国的普法教育将会走得更好。
  
  自 2011 年迎来第六个普法教育年,身为法律人,笔者更加感受到了推进“六五”普法的重要性及其实际意义,这不仅是国家发展过程中的重要任务,更是对法律人的一项考验。因此我们要继续紧跟党的步伐,全面贯彻依法治国方略,从政府到社会各界都积极参与到这项惠及全民的事业中来,更加全面地、科学地认识、改进普法工作,让普法教育之花在各地开放,为我国真正实现法治国家提供坚实的力量。

  Abstract
  
  Since 1986, China's legal education career has gone through more than 20 years, thecompletion of the five five year planning law popularization, looking back at the past, in theface of great achievements, we are certainly gratified and encouraging. With the advance oftime, we have ushered in a sixth year planning, based onthe achievements of the past, our lawpopularization undertakings are still on the March, and will make more brilliantachievements.
  
  Before the writing of this paper, the author, as a member of the general public, and lawstudents identity, concerns about the field with vigour and vitality of the Franco Prussianmovement can achieve its purpose, because it is the author's own experience, made legaleducation resides in the author's area of effect does not seem to be very good, so which leadsto a series of questions: Why should the implementation of popularizing? Everyone needs tobe legal? The public really need legal? Legal education can really achieve its intendedpurpose? If you can't reach, and because affected by what factors? These factors can bechanged, which in turn to promote the development of legal education? So in a legal person'sresponsibility, the author got the idea of writing this article.
  
  This paper is divided into four parts. The first part is “Introduction”, mainly summarizedthe whole text, legal education on China's twenty years of achievements were summarized,the “six five” year planning and future law popularization work of prospect, and puts forwardthe theme, that is, to draw lessons from the failure, learn from successful experiences, tomake appropriate recommendations, to find a solution methods properly in the current legaleducation in China is facing predicament.
  
  The second part is “legal education outline”, firstly the meaning of legal education isexplained, to the concept of “legal education” to make clearly defined, such ability accordingto the law popularization education characteristics further research; then describes theimportance of legal education, legal education in the current position to understand theprocess of the rule of law construction in china. The second part mainly describes theimplementation of legal education in China, from a list of “one five” year plan to thedevelopment process of “six five” law popularization planning, summarizes the main contentof each stage of popularizing law popularization, the characteristics of the times and eachstage in the campain object, and give reasons for such planning, then according to the basiccharacteristics of these years year planning that year planning in china.
  
  The third part and the fourth part is the focus of this article. The third part is “theanalysis of the current legal education” problem in our country, this part first proposes thedifferent subjects in different understanding of legal education, the paper points out that thegovernment, scholars and the public on the legal education misunderstanding, and lists thereasons for these errors.
  
  The fourth part is “the improvement of legal education in China” . According to thethird part of the issues involved, the author suggests improvements in the fourth part of theproposed. First of all we should change the traditional concept of law popularization, toestablish the concept of modernization of law popularization and pay more attention to thecampain object acceptance and participation. Only a correct understanding of legal object oflegal education, accept the legal education, the legal work to go on smoothly. Face theexisting problems in the legal education, and these problems are improved, the author believethat the future of legal education in China will go better.
  
  In the sixth years since 2011, legal education, as legal person, the more feel theimportance and urgency of promoting the “six five” law, which is not only an important taskof the national development process, is a test of the legal person. Improve the legal work,actively mobilize all the forces of the whole society, the construction of our country's greatPrussian pattern, provide a solid strength for our country to really realize the country underthe rule of law.
