摘要
思想政治教育是人类实践活动的重要方面，在长期思想政治教育活动过程中，思想政治教育话语在实现思想政治教育功能、达成思想政治教育目标、完善思想政治教育体系等方面的重要作用已逐渐被发觉，思想政治教育话语研究俨然已经成为近年来的学者致力幵发的重要领域。
思想政治教育话语最主要的特征就是具有传播学属性，因为话语就是信息沟通交流过程中作为传播媒介和信息的载体，用于传受双方相互联系沟通和知识构建的符号系统。要从传播学角度研究思想政治教育话语，就必须关注思想政治教育传播话语的运行过程、表达形式、构成要素和效果研究等各个方面。
思想政治教育传播话语的媒介运行过程是由若干要素共同参与、相互作用、变化发展的动态过程。思想政治教育传播话语的媒介运行过程由话语传播者、话语受众、话语讯息、传播媒介、传播效果、传播环境、话语反馈、话语噪音八个要素构成。这些要素有机结合，相互作用，共同完成了思想政治教育传播话语的媒介运行的三个环节，即话语传播者搜集信息发现问题阶段、话语传播者通过媒介实施信息传播阶段、话语受众对接受信息的接收与反馈阶段。在思想政治教育传播话语的媒介运行过程研究中，还需对传统与现代两种传播模式加以探讨和区分。
要提升思想政治教育传播话语的效果，就必须研究思想政治教育传播话语在媒介中从编制到传输以及运行的全过程，这就涉及到思想政治教育传播话语媒介运行过程管理的问题。思想政治教育传播话语媒介运行过程管理存在着诸多现实问题，这包括：管理机制建设匮乏使得过程管理收效甚微，思想政治教育传播话语自身不足导致传播效果弱化，新的传播媒介运行对过程管理造成巨大冲击等。
对此，必须及时釆取行之有效的应对措施，这包括：强化过程管理机制建设，优化思想政治教育传播话语自身结构，优化思想政治教育传播话语新媒介，注重提升话受众认知水平和接受心理，完善过程管理的专业技术条件等。

ABSTRACT
Ideological and political education is the important aspect of human practiceactivities, in the process of ideological and political education activities for a long time,the ideological and political education discourse in the realization of ideological andpolitical education function, achieve the ideological and political education, andimproving the ideological and political education system has gradually been realized,the importance of ideological and political education discourse study peremptory hasbecome in recent years, scholars efforts to develop the important areas.
The main feature is the ideological and political education discourse withcommunication attributes, because words are in the process of informationcommunication as media and information carrier, used to connect with each other byboth sides communication and knowledge building symbol system. To ideological andpolitical education from the perspective of communication studies, we must payattention to the running process of ideological and political education to spread words,expression, constituent elements and effect research-Ideological and political education operation process is the medium of discoursewith participation,interaction, change a number of factors, the dynamic process ofdevelopment. Ideological and political education the medium of discourse operationprocess by discourse disseminator, audience discourse, discourse information, media,communication effect and noise propagation environment, the feedback of utterance, thediscourse of eight elements. Organic combination of these factors,the interaction withthe ideological and political education of the medium of discourse to run three links,namely the words communicators to collect information found that the problemcommunicators through medium of information dissemination, discourse phase,discourse audience to accept information receiving and feedback stage. Ideological andpolitical education in the medium of discourse operation process study, still need todiscussed with the traditional and modern two transmission modes and distinction.
To improve the effect of ideological and political education to spread words, youhave to research the ideological and political education communication discourse in themedia from the establishment to the transmission and the whole process of operation,the ideological and political education is involved transmission media discoursemanagement operation process. Ideological and political education transmission mediadiscourse operation management there are many practical problems, which include: lackof management mechanism construction makes the process management, lack ofideological and political education communication discourse itself to spread effect isweakened, new media operation to cause significant damage to process management,etc. To this, must promptly take effective measures, which include: strengtheningprocess management mechanism construction,optimize the structure of ideological andpolitical education communication discourse itself, optimizing the ideological andpolitical education spread of new media, pay attention to enhance audience's cognitivelevel and accept psychology, improve the professional and technical conditions ofprocess management,etc.
