摘 要
农村基础设施在农村经济的发展中起着至关重要的作用，完善的农基设施是保障农村经济实现既定发展目标的必要条件。它不但是实现社会主义新农村的强大动力，更是建设新农村中必不可少的非常重要的部分。随着中国梦的提出和现代农业与建设新农村概念的提出并且不断的战略推进，全国各级政府高度重视农村基础设施建设问题，不断加大了投资力度，也取得了显着成效。但是，我国国情决定了农基建设与高速的经济增长不协调的现象仍然普遍存在，比如农村基础设施建设投融资模式单一、资金投入基本以财政资金为主，融资渠道匮乏、融资建设意识淡薄等等，这也就变成了农基建设滞后的拦路虎。因此，深入研究农基建设的融资模式仅为存在的问题，进而有针对性的提出有价值优化建议，对于促进农业现代化与社会主义新农村建设进程具有重要的现实意义。
本文系统性的阐述了国内外对于农基建设的前沿性研究成果，在此基础上，首先，阐释了农村基础设施和融资含义，其次，比较分析了我国农村基础设施建设发展模式与特征，发展现状、问题和成因； 再次，在深刻剖析国外发达国家关于农基建设的成果基础上，归纳、总结了他们对于我国农基建设所提供的借鉴和成功的建议，在此基础上有针对性的对新农村基础设施建设融资模式的优化、创新提出了对策建议。

ABSTRACT
Rural infrastructure in the development of rural economy plays a vital role, perfectagricultural base facilities is the guarantee the necessary conditions for rural economicdevelopment goal is achieved. It is not only realize the socialism new rural strong power, butalso the indispensable important component of the new rural construction. With China'sagricultural modernization and socialist new rural construction strategy, the nationalgovernment at all levels attach great importance to the rural infrastructure construction,increasing the investment, have also made remarkable achievements. However, the situationof our country determines the agricultural base construction and high-speed economic growthnot harmonious phenomenon is still widespread, such as rural infrastructure constructioninvestment and financing model of a single basic is given priority to with financial capital,capital investment, weak consciousness of lack of financing channels, financing, construction,etc., it also becomes a farming base construction lag obstacle. Therefore, further study ofagricultural base of the construction of the financing mode for the existing problems, and onlythen targeted optimization put forward valuable Suggestions, to promote agriculturalmodernization and socialist new rural construction process has important practicalsignificance.
In this paper, systematic elaborated for agricultural base of the construction of theadvanced research results both at home and abroad, on this basis, first of all, illustrates therural infrastructure and means of financing, the second, the comparative analysis of China'srural infrastructure development model and characteristics, development present situation,problems and causes; Again, abroad were summarized, rural infrastructure, successfulSuggestions and reference on the basis of targeted the optimization of new rural infrastructureconstruction financing mode, the innovation countermeasures are put forward.
