全文行文按照提出问题、分析问题最后解决问题的逻辑顺序，争取在大量文献研究的基础上，结合作者工作经验，找到解决问题的对策。按照逻辑顺序，本文首先将研究背景、意义与方法进行介绍，同时全面阐述了国内外相关学者的研究成果。其次介绍了我国林业发展现状，把林业发展大环境、大背景作出一般性描述。在林业整体环境下，分析研究了国内事业单位情况、林业事业单位特点以及具体的林业事业单位资金使用现状。再次根据掌握的资料，阐述了通过研究发现的国内林业事业单资金管理出现的问题。根据产生问题的性质，所有问题分为三类：制度问题、监管问题以及人员素质问题。再次分析了美国与法国的林业资金管理模式，提出了其各自特点在我国的适用性。最后，提出资金管理对策即为结论，通过归总问题、分析比对现状并结合实际，最终确立了加强林业事业单位监管制度建设、提高林业事业单位内部管理效率和加快林业事业改革速度的三个结论。
另外，本文还对国内林业事业单位资金管理未来定位作出建议，通过加强监管、合理分工以及企业介入等方式提高管理水平，全面深化改革管理模式。

Abstract
With the development of the society, the development of China's forestry alsoachieved the achievement be obvious to people, financial capital is irreplaceable materialguarantee for the development of forestry in the process. On the basis of qualitative andquantitative analysis, found the existing mode of operation of the management system isnot standardized, professional level is uneven and regulatory means a single problem. Thispaper attempts through the existing problems in the management of these funds, to solvethe long-term problems plaguing the development of forestry, obtain more feasible andreasonable system reform proposals.
According to the logic sequence, this paper firstly the research background,significance and methods of the paper, at the same time, comprehensively expounded therelevant research results at home and abroad. Secondly introduces the current developmentof forestry in China, forestry development environment background, made a generaldescription. In the forest the overall environment, analysis of present situationcharacteristics of forestry institutions, institutions and specific forestry institutions fundsuse present situation. Again according to the materials, explains the management throughthe study found that the domestic forestry institutions funding problems. According to thenature of the cause of the problem, all the problems are divided into three categories:
institutional issues, regulatory issues, personnel quality problem. Re analysis of theAmerica and French forestry fund management mode, puts forward the respectivecharacteristics of applicability in china.
