摘 要
近年来，云南公路交通事业取得了长足的发展，公路网通达能力和服务水平明显提升，有效地支撑了全省经济和社会发展。提高财政预算资金的使用效率是确保云南公路资产保值增值，解决路网规模不断扩大与养护资金预算不足的必然选择。公路养护既要有较高的养护专业技术与专业水平，又要有先进的养护设备。为适应公路养护的需要，提高财政预算资金的使用效率，加强养护设备的管理力度，提高养护设备管理工作水平，提升养护设备的综合效率，已成为云南省公路局最重要的基础工作之一。
本文以整体性治理理论为视角，采用文献法、访谈法和实地调查法对云南省公路局公路养护机械设备管理中存在的购置资金、配置规划和采购管理、信息化建设和管理、政企合作等碎片化问题进行了分析研究。整体性治理理论所提倡的政府部门间关系的整合，以结果为导向的政府，跨部门、跨功能边界的治理，对指导行政体制转型期我国政府部门间关系的设计和安排，提供了一种解决方案。因此，结合该理论观点和云南省公路局实际，本文认为应该从构建合作机制、建立完善养护设备管理信息、培育行业文化和加强政企合作四个方面，来指导云南省公路局养护设备的管理。
本文将云南省公路局养护设备管理置于整体性治理的理论框架之下，将公共管理领域最新的理论成果应用到公路养护上来，在有些问题的分析研究上思路新颖，具有一定的创新。同时，还秉承理论联系实际，理论要为解决实际问题服务的原则，力求将前沿公共管理理论与云南公路养护管理相结合，以期通过本文的研究，能够促进云南省公路局养护设备管理水平的提高，达到提高云南国省干线管理养护水平，发挥路网的使用效率、为公众提供便捷路、通畅路、高效路和安全路。

ABSTRACT
In recent years, Yunnan highway traffic has made considerable development,the road network capacity and service level has been significantly improved,effectively supporting the province's economic and social development. To improvethe use efficiency of maintenance fund is to ensure the maintenance and incrementof the highway assets in Yunnan, and to solve the inevitable choice of expanding thescale of road network and the shortage of maintenance funds. Highway maintenanceshould have a higher maintenance technology and professional level, but also hasadvanced maintenance equipment. In order to meet the needs of highwaymaintenance, improve efficiency in the use of fiscal funds, strengthen managementand maintenance equipment, improve the management level of maintenanceequipment, improve the comprehensive efficiency of equipment maintenance hasbecome one of the most important fundamental work for Highway Bureau ofYunnan Province.
The holistic governance theory as the angle of view by literature method,interview and on-the-spot investigation method Yunnan provincial highway roadmaintenance machinery and equipment management in the presence of purchasefunds, allocation and procurement management, construction and management ofinformation, personnel management, government enterprise cooperation pieces ofthe problem are studied and analyzed. The integration of holistic governance theoryadvocated by government departments, results oriented government, cross sectoral,cross boundary governance, of administrative guidance system transformationperiod our country government departments relationship between design andarrangements, provide a solution. Therefore, the combination of views and YunnanProvincial Highway Bureau of the theory with practice, this paper thinks that shouldfrom the construction of cooperation mechanism, establish perfect maintenanceequipment management information, cultivate industry culture and strengthencooperation between government and enterprises four aspects, to guide themanagement of Yunnan provincial highway maintenance equipment.
In this paper, the Yunnan provincial highway maintenance equipmentmanagement is placed in a holistic governance theoretical framework, in the field ofpublic administration, the latest theoretical achievements are applied to the highwaymaintenance, strong pioneering spirit embodied in the analysis of some problems. Atthe same time, adhering to the “theory of the existence of the basic essence and theessence is to meet the need to solve practical problems” principle, the design contentreflects strong theory with practical characteristics, and strive to be a combination ofcutting-edge theory and the Yunnan highway maintenance. Through this research,can promote the Yunnan Province highway maintenance equipment managementlevel, to improve Yunnan national and provincial trunk level of management andmaintenance, play the efficiency in the use of network, provide convenient road,road unobstructed, high Xiaolu and Ann railway to the public.
