摘 要
如今，我们处于一个知识爆炸的时代，学校教育已难以满足社会对继续教育的需求。我国不断出台一系列政策来促进终身教育发展和全民素质提高，这是我国社会发展的必然要求和趋势。我国社区教育经过长期发展，为提高社区居民的生活质量作出了巨大贡献。然而，我国社区教育仍然处于初步发展阶段，没有形成系统化的、完整的发展体系。为促进社区教育的进一步发展，我国各地和学术界纷纷探索发展社区教育的新模式，其中依托广播电视大学建立社区学院成为如今社区教育的重要模式。
对于深圳市而言，社区教育的持续发展能够满足市民对教育的多样化需求，有助于学习型社会的构建。根据《深圳市中长期教育改革和发展规划纲要》，2015年10月30日，深圳市盐田区建立依托深圳沙头角电视大学的社区学院。盐田区沙头角电视大学处于探索社区教育发展的初步阶段。本文以深圳沙头角电视大学为研究对象，探讨促进盐田区社区教育发展的策略。
本文首先综述国内外学者对电大参与社区教育必要性、优势和路径等方面研究，提出本文研究内容和目的，并且对终身教育理论和SWOT分析理论进行阐述，为本文研究提供理论支撑；其次，本文简要梳理沙头角电视大学服务社区教育的实践，并采用问卷形式调查盐田区居民的社区教育认知和需求情况，据此结合电大现实情况进行SWOT分析；最后，根据SWOT分析矩阵，本文提出一系列改进策略，包括：树立电大社区教育工作者的共赢理念，提升居民社区教育认知；加强自身教师队伍建设，满足社区教育师资需求；整合各方资源，建立资源共享平台；完善社区教育管理制度，实现运行高效；重视社区教育理论研究，为社区教育发展提供理论指导。因此，本文不仅是对盐田区社区教育实践效果的有益调查研究，而且有利于沙头角电视大学更好服务社区教育，促进盐田区社区教育持续发展。

ABSTRACT
Today, we are are in the information explosion era,School education can'tmeet the needs of the society for continuing education after school.0ur countryconstantly introduce a series of policies to promote the development of lifelongeducation system and improve the quality of the people,which is a natural tendency ofsocial development in our country.Over a long period of development, Communityeducation in our country has made a great contribution to improving the quafity ofcommunity residents' life.However,Community education is still in its preliminarystage,and has not formed a systematic and complete development system.In order topromote the further development of community education, many areas and theacademia explore new modes of community education development, theestablishment of community college by radio and television university has become animportant model for community education.
For Shenzhen, the sustainable development of community education can meetcitizen demand for the diversification of education, and help the construction oflearning society.According to outline of Shenzhen medium and long-term educationreform and development plan,On October 30, 2015, Yantian district of Shenzhenestablished community college which relys on Sha Tau Kok radio and televisionuniversity.Thus, sha tau kok TV university is still in the preliminary stage ofexploring the development of community education. Bazed on sha tau kok TVuniversity Regarding sha tau kok TV university as the object, The paper discusses thestrategy to promote the community education development in Yantian district.
This article first reviewes the domestic and foreign research including thenecessity, advantages and path of community education,puts forward ResearchObjectives, and expounds theoretical foundation including lifelong education theoryand the SWOT analysis theory.Secondly,the paper sorts out the practice ofcommunity education, designs the questionnaire to investigate communityeducation cognition and demand of Residents in in Yantian district.Finally,according to the SWOT analysis matrix, this paper presents a series of improvementstrategies,including: set up win-win business philosophy among communityeducation workers,improve residents' community education cognition; strengthen theconstruction of teachers, meet the demand of teachers for community education;integrate all resources,establish resource sharing platform; perfect the communityeducation management system to operate efficiently;attach importance totheory study on community education, provide theoretical guidance for developmentof community education.Therefore, this study not only investigates implementationeffect of community education in Yantian district, but also can help sha tau kok TVuniversity to make better service for community education to promote sustainabledevelopment of community education in Yantian district.
