摘 要
本研究从我国的政治经济改革与发展的理论与实践需要出发，以国内外农村土地流转理论与实践研究为基础，以我国现阶段的农村土地流转发展为背景，对广德县农村土地流转的现状进行了较为全面调查和分析，以农村土地流转系统分析为基础，对比分析了广德县农村土地流转的市场机制和政府调控机制，针对广德县农村土地流转机制存在的问题提出了完善的思路和方向第一部分对本研究的背景和基础进行了简单的介绍。主要包括对广德县的经济、社会、文化等基本状况进行了粗略的介绍，并对农村土地流转机制做了简单的理论分析。涵盖了第 1、2 章。
第 1 章主要介绍了本研究的基本出发点、研究背景、研究目的和意义、研究的基本思路和基本方法以及研究的创新之处。
第 2 章主要介绍的是本研究的理论基础。通过对农村土地流转机制的理论分析，为后面的具体研究提供理论基础。
第二部分对广德县农村土地流转机制进行了较为全面的考察与分析，包括第3、4 章。
第 3 章在介绍广德县农村土地流转的现状的基础上，分别分析了广德县农村土地流转机制中市场机制和宏观调控机制存在的问题及原因。认为宏观调控机制存在的主要问题在于政府定位不当和在农村地区的公共服务缺失，主要原因在于政府在土地流转中存在寻租现象、缺少监督，财政投入力度不够等；认为市场机制的主要问题在于供求机制失衡、竞争机制缺失以及市场不健全等等，原因则在于人均耕地较少、土地的社会保障功能过重、政府干预过多等几个方面。
第 4 章以实际案例为基础，对广德县农村土地机制的市场机制和宏观调控机制进行绩效对比分析。分别研究了广德县两个截然不同的土地经营方式：朝阳合作社和农户胡某的土地经营。通过二者的绩效对比发现，在现阶段广德县农村土地流转机制中，市场机制和宏观调控机制都发挥着其应有的作用，二者缺一不可。
第三部分是对整个研究的一个归纳和总结。由第 5 章构成。
第 5 章针对广德县农村土地流转机制中市场机制与宏观调控机制分别存在的问题提出了对应的完善思路。研究认为，在目前阶段，市场调控机制和政府调控机制在农村土地流转中都起着举足轻重的作用，其问题主要在于机制发挥的作用不到位，应当主要从加强两种机制的作用方面去对广德县农村土地流转机制进行完善。

ABSTRACT
Starting from the political and economic reform and development's theory andpractice of, based on domestic and foreign rural land circulation theory and practice,this paper made a comprehensive investigation and analysis on Guangde CountyRural Land Circulation the status quo .Based on analysis of land transfer system ,thispaper compare the market mechanism and the macro-control mechanism for GuangdeCounty rural land transfer mechanism .Then the paper proposed some ideas to solvethe problems in land transfer system . This paper is divided into three parts, by thefive chapters.
The first part made a simple introduction to the background and basis. IncludingGuangde's economic, social, and cultural and so on. Then this paper does a simpletheoretical analysis on rural land transfer mechanism. This part includes Chapter 1and Chapter 2.
Chapter 1mainly introduces the basic starting point of this study, the researchbackground, purpose and significance, the basic ideas and basic methods of researchand innovation of this research.
Chapter 2 introduces is the theoretical basis of this study. Through the rural landtransfer mechanism theoretical analysis, the study tried to provide a theoretical basisfor specific research.
The second part comprehensive investigation and analysis on Guangde Countyrural land transfer mechanism .This part includes Chapters 3 and 4.
Based on introduce the status quo of rural land circulation ,chapter 3 partlyanalyzed Guangde County rural land market mechanism and macro-controlmechanism 's problems and causes. The study believes that the problems inMacro-control mechanism are wrong positioned government, public services in ruralareas of the missing. These largely because of government presence in the landtransfer rent-seeking behavior, lack of supervision, lack of financial investment, weakrural social security foundation, and so on. The main problems in market mechanismare supply and demand mechanism imbalance, lack of competition and the marketmechanism is not perfect, and so on. The reason is less arable land per capita , socialsecurity function of land is too heavy, too much government intervention and otheraspects.
Chapter 4 is based on the actual case. The study made a comparativeperformance analysis between the market mechanism and the macro-controlmechanism. The study chooses two different land management ways as the studyobject: Chaoyang cooperative and farmers Hu. By compare the performance, thestudy found at this stage in Guangde County rural land transfer mechanism, bothmarket mechanism and macro-control mechanism plays its due role, and neither one isdispensable.
The third part summarized the whole study. This part is constituted by Chapter 5.
Chapter 5 presented corresponding improvement ideas to the problems in themarket mechanism and macro-control mechanism. The study suggests that, at thisstage, market regulation mechanism and macro-control mechanism in the rural landcirculation both plays an important role. The main problems lies in the role played bythe mechanism are not in place. So the roles of two mechanisms need to bestrengthening.
