摘 要
当前，建立健全我国农业社会化服务体系是发展农村生产力、深化农村改革的首要任务，该体系的完善对于农民增收、农村经济发展和农业现代化建设有着积极的促进作用。而农民专业合作社作为我国农业社会化服务体系中重要的服务主体，其服务能力、层次和水平已经深深地影响了现代农民的生产生活。随着市场经济的不断发展，农村生产方式的转变，如何在合作社有限的综合实力上拓展其农业社会化服务，增强服务供给能力，促使其服务供给有效满足农户日益增长的多样化需求，为农户农业生产经营提供高效率、优质量、低成本的农业社会化服务，是我国现阶段合作社最关注的问题。
本文从农户视角出发，利用湖北省英山县 358 户农户农业社会化服务问卷调查数据，采用访谈与问卷相结合的研究方法，综合运用第三部门理论和供需理论，在分别分析英山县农户对合作社农业社会化服务需求情况及合作社农业社会化服务供给情况的基础上，阐释造成英山县合作社农业社会化服务供需偏离性的深层原因，同时借鉴国外发达国家合作社农业社会化服务的成功经验，提出具体完善合作社农业社会化服务的对策建议。研究发现：第一，英山县合作社农业社会化服务供需存在一定的偏离性，主要表现在服务宽度上的滞后性和服务深度上的浅显性。农户虽然对合作社的存在感与认知感程度较低，但对其农业社会化服务需求却较为旺盛；且当前合作社农业社会化服务供给领域范围虽广，但覆盖面较窄，服务项目拓展速度远远落后于农户需求的发展速度，服务深度非常有限。第二，造成英山县合作社农业社会化服务供需偏离性的根本原因，在于有效需求与有效供给的不足。具体可表现为：需求环境的限制，包括农业生产规模的约束、农户合作意识限制等；供给环境的限制则包括政府扶持与监管力度弱化、内部管理不规范、资金匮乏、人才短缺等。第三，总结美国、德国合作社和日本农协农业社会化服务实践经验，得出产业化的组织经营、坚实的法律保障以及政府的不干预支持，是保障合作社农业社会化服务顺利开展的有效手段。第四，针对当前英山县合作社农业社会化服务现状，从合作社内外环境建设及合作社农业社会化服务建设两方面出发，提出准确定位政府角色、加强龙头企业合作、创新合作社组织建设、优化农村产业服务等具体措施来完善当前英山县合作社农业社会化服务。

Abstract
At present, it is the fist task to establish and improve the agricultural socialized service system of China due to its positive role in increasing rural income, improving rural economy, and promoting agricultural modernization. Peasantry special cooperative, whose ability to provide certain services deeply influences the rural production and living of modern farmers. With the continuous development of market economy, stimulating the institutional innovation with focus on expanding the agricultural socialized service range, enhancing the capacityof services provision, effectively satisfying farmers' increasing needs of diversified agriculture, and providing agricultural socialized service accompany with highefficiency, excellent quality and low cost .
From the perspective of farmers, the article embarks from the immediate dataderived from 358 effective questionnaire in rural area on the subject of agriculturalsocialization service from farmer households of Yingshan, a typical county in Hubeiprovince, combines the the method of deep interview and questionnaire investigation,applies the theory of Third Sector and Supply-demand, analyses the status quo ofsupply and demand between farmers and peasantry special cooperative of Yingshan,and finally reveals the reason of the imbalance between supply and demand.
Furthermore, in reference to the successful experiences of developed countries, theauthor puts forward a implement with certain suggestions for improving theagricultural socialized service in detail.
The study found several important results. Firstly, imbalance between supply anddemand of agricultural socialized service in yingshan county, such as lack for serviceinnovation and efficiency. Although farmers' sense of agricultural socialized serviceis poor, their needs is diverse indeed. In addition, the limited coverage and contents ofservice division has led to lag between demand and supply of agricultural socializedservice. Therefore, the development of agricultural socialized service system is urgentand cannot be ignored.
Secondly, the fundamental cause of the imbalance between the supply anddemand is the deficiency of efficient supply and demand, which can be found inenvironmental restrictions of demands, such as restriction of rural product and senseof cooperation among farmers, and that in supply, such as weakness of governmentsupport and supervision, de-normalization of internal management and operation, andlack for capital and talent.
Thirdly, in reference to the successful agricultural cooperative experiences ofdeveloped countries, such as the United States, Germany and Japan, it is concludedthat the industrialization of organization management, solid legal guarantee, andgovernment's non-interventionism support policy are effective means to guaranteesustainable management and operation of agricultural socialized service system.
Lastly, in view of the status quo of supply and demand between farmers andpeasantry special cooperative of Yingshan, the article emphases both capacity ofservice division and construction of environment and system, and advocates to clearthe role of market and government accurately, to strengthen the construction ofleading enterprises cooperation, to promote innovation of agricultural cooperativeorganizations, to optimize rural industrial services for the continued perfection ofagricultural socialized service in yingshan.
