摘要
进入 21 世纪以来，城镇化水平不断提升，城市群逐步成为区域地区城市发展的主导方式。在国家最新出台的新型城镇化规划（2014-2020 年）中明确提出加快培育哈长等城市群的战略，使之发展为带动地区共同发展、促进地区经济发展的核心。依托区域特色带动产业发展，促进精细工业化的转变过程，逐步充实现代各项产业形成完善的体系，加大基础设施的建设力度，并合理的规划区域的城镇体系，加强不同城市之间的协调配合，提高地区核心城市对周边等地区的辐射带动能力，形成具有旺盛的经济发展力度、良好的的生活设施条件、美丽的生态环境的现代化可持续发展的城市群。
本研究第一部分和第二部分首先对城市群的含义及其相关经典的发展理论进行了梳理，并对国内外发展研究现状进行了总结分析，为更好地研究哈长城市群打下了优良的基础。
第三部分针对哈长城市群横跨黑龙江省、吉林省两个省区的现状条件，对于哈长城市群的范围界定就显得尤为重要。本研究在以主成分分析法为主的引力模型的基础上对哈长城市群的范围做了初步的界定，并进一步针对引力模型的不足之处，结合交通流等方式进行哈长城市群范围的综合界定。
第四部分是在初步确定哈长城市群范围后，本研究针对哈长城市群发展现状及优劣势进行了有效的研究和分析，深入解剖哈长城市群发展过程中面临的各种条件，并针对城市群发展过程中可能会出现的问题进行逐一分析。
第五部分在综合各方面分析的基础上，本研究针对性的提出了哈长城市群发展的对策，并对其进行总结概括，形成行之有效的城市群发展对策、经验，以期可以更好地为哈长城市群的建设、发展等提供合理的借鉴。

Abstract
In the 21st century, with the increasing levels of urbanization, development ofurban agglomeration in urban areas is gradually leading the way for urban development.
In the latest national introduction of the new urbanization plan （2014-2020 years）clearly states that accelerating the development of strategies, such as Ha-Chang urbanagglomeration, so that in promoting balanced development of land space, leading theprocess of regional economic development plays an important role. Relying on superiorresources areas develop their unique industries, accelerate new industrialization processof transformation, and gradually expand the modern industrial system, improve theinfrastructure network construction and layout of the urban system reasonable areas,strengthening the division of labor between different cities, urban centers to enhanceradiation driving ability, to form a strong economic vitality, good quality of life,beautiful ecological and environment new urban agglomeration.
In this study, the first part and the second part firstly analyzed urban agglomerationand its associated implications for the development of the classical theory of the sort,and the present situation of the development were analyzed studies provide a goodfoundation for better study Ha-Chang urban agglomeration.
The third part of Ha-Chang urban agglomeration city across Heilongjiang, Jilintwo provinces of current conditions, Ha-Chang urban agglomeration for scoping groupis particularly important. This study is based on principal component analysis based onthe gravity model of urban agglomeration Ha Long range preliminarily defined, andfurther for the inadequacy of the gravity model, combined with traffic flow and otherways to Ha-Chang urban agglomeration ranges comprehensive defined.
The fourth part is to determine the scope of Ha-Chang urban agglomeration in thepreliminary group, the present study for the Ha-Chang urban agglomerationdevelopment status and the advantages and disadvantages for an effective research andanalysis, in-depth anatomical conditions Ha Long city group development process faces,and conducted to analyze the development process for the urban population may arise.
The fifth part on the basis of a comprehensive analysis of all aspects of this studyproposes targeted Ha-Chang urban agglomeration development strategies, and itssummarized form of effective urban agglomeration development strategies andexperiences, in order to better to promote the construction of Ha-Chang urbanagglomeration, develop and improve.
