摘 要
县域经济是构成区域经济的最基础单元，是国民经济的重要支柱和新的增长点。加快推动县域经济发展，是理论界与产业界均十分关注的问题。目前，国内外针对县域经济的研究多集中在理论层面和个体层面，但针对某一特定类型县域的实证研究较少，尤其是结合区域经济一体化的背景对某一特定类型县域进行的研究很少，使得县域经济的实践受到很大局限。而实际上，随着未来各层面的区域经济一体化进程推进，县域经济受到一体化进程的影响将越来越大，理论与实践层面的经验总结的缺乏日益凸显。但仍有一些地方在区域经济一体化背景下推进县域经济发展方面，存在着区块功能定位不够明晰，产业布局不够合理，基础设施共享性差，政府协调机制不到位等诸多矛盾，这种情况反而阻碍了县域经济的快速发展。
洞头新区作为需要借助填海拓展发展空间的海岛型新区，资源环境承载能力相对较弱，与周边区域的联系主要依靠部分交通主干道，这种基础条件决定了洞头新区从发展的初始就有很强的一体化需求。区域一体化是洞头新区县域经济发展的核心外在驱动力，而洞头新区的县域经济的发展也将反过来促进区域的一体化进程。因此，研究如何充分利用洞头新区的“同城化”战略机遇，加快洞头新区的发展，具有很强的现实意义。
本文在对国内外相关研究和基本理论进行归纳整理的基础上，深入分析洞头新区所面临的区域一体化的形势，结合洞头新区当前县域经济发展现状及问题，并借鉴国内外县域经济在一体化背景下如何加快发展的典型案例，提出洞头新区县域经济产业发展、功能布局、基础设施建设等方面的意见和建议，希望可以为市县领导提供决策参考，也可以为洞头新区总体规划编制、新区城市总体规划编制及其他相关规划修编和完善提供参考。
本文共分七章，其基本框架如下：
第一章为绪论，主要从国家、浙江、温州及洞头四个层面介绍研究背景，明确研究目的及意义，国内外对区域经济一体化背景的县域经济发展问题的研究现状、研究思路和研究的创新性等内容。
第二章主要介绍相关概念和基础理论，分别对区域经济一体化概念、县域经济概念、区域经济一体化与县域经济的关系和相关基础理论等四方面进行深入的研究。
第三章主要分析基于区域经济一体化背景的洞头县新区县域经济发展现状与优势，主要从洞头新区概况、基于区域经济一体化背景的县域经济发展现状、县域经济发展取得的成就、县域经济发展的特点、县域经济发等四个部分进行研究。
第四章主要介绍基于区域经济一体化背景的洞头新区县域经济发展存在的问题，并从基础设施建设成本制约、土地资金和人才要素制约、产业基础薄弱等四个方面深入分析制约洞头新区县域经济发展的瓶颈问题。
第五章主要介绍国内外基于区域经济一体化背景的县域经济发展的经验与启示，主要是分析总结了日本东京大都市圈、韩国新村运动、江苏昆山和太仓县域经济发展等国内县域经济发展的典型经验借鉴，提出了三点启示。
第六章主要介绍基于区域经济一体化背景洞头新区县域经济发展总体思路，提出发展的目标和思路。
第七章主要介绍基于区域经济一体化背景洞头新区县域经济发展的对策建议，分别从做好顶层设计、实施管理体制创新、加快基础设施建设、明细产业链条定位和强化资源要素保障等方面提出具体的建议意见。
第八章结论。

Abstract
County economy is the most basic unit of regional economy, it is an importantpillar of the national economy and a new growth point. To accelerate the developmentof county economy is a problem that the theory circle and the industry are concerned.
At present, the domestic and foreign research on the county economy focus on thetheoretical level and individual level, but for a specific type of county area ofempirical research, especially the combination of regional economic integrationbackground to a particular type of county research rarely, so that the practice ofcounty economy is very limited. In fact, with the development of regional economicintegration in the future, the impact of county economy is becoming bigger and bigger,and the lack of theoretical and practical experience is becoming more and moreprominent. There are still some areas in the context of regional economic integrationto promote the development of the county economy, there is a lack of functionalpositioning of the blocks, the industrial layout is not reasonable, the infrastructuresharing is poor, the government coordination mechanism is not in place, and manyother contradictions, this situation has hindered the rapid development of countyeconomy.
Dongtou New Area as the need to use the development of reclamation anddevelopment of island-based new area, resources and environmental carrying capacityis relatively weak, and the surrounding area of the main part of the main road to relyon the main road, the basic conditions for the development of Dongtou new area fromthe initial development of a strong integration needs. Regional integration is the coreexternal driving force of the development of county economy in Dongtou NewDistrict, and the development of county economy in Dongtou new area will alsopromote the regional integration process. The opinions and suggestions of this paper in the related research at home andabroad and the basic theory of induction based, in-depth analysis of regionalintegration in Dongtou area facing the situation, combined with the District ofDongtou County economy development at the present situation and problems of, andreference to the county economy at home and abroad under the background of theintegration of how to speed up the development of typical cases, the Dongtou Countyof the new economic and industrial development, functional layout, infrastructureconstruction and other aspects, hope to provide a reference for the city and countyleaders, or Dongtou district overall planning, urban overall planning and other relatedplanning revision and improvement of reference.

The fifth chapter mainly introduces the experience and Enlightenment of thecounty economic development based on the background of regional economicintegration, mainly analyzes and summarizes the typical experience of thedevelopment of county economy in Japan, Tokyo Metropolitan Area, South Korea,Kunshan, Jiangsu and Taicang county.
The sixth chapter mainly introduces the background of regional economicintegration based on the development of county economy in Dongtou new area, andputs forward the target and the way of development.
The seventh chapter mainly introduces the countermeasures and suggestions onthe development of county economy in Dongtou New District Based on the regionaleconomic integration, which is proposed by the top level design, the implementationof management system innovation, speed up the infrastructure construction, thedetailed industrial chain positioning and strengthen the protection of resourceelements.
