摘要
经济社会的健康快速发展离不开金融体系的完善与健全。我国各地区金融市场的发展在国际国内形势的不断变化下，暴露出越来越多的问题，温州便是这些地区的典型代表，温州金融市场所呈现出的问题，首当其冲的就是温州民间金融问题。
为了能够有效解决温州金融市场所暴露出的民间金融问题，我们必须清醒的看到：温州经济发展与金融市场的不协调并不是一个个例，温州民间金融所出现的问题也并不是只在温州金融市场上出现，在全国范围内，民间金融问题都是相当棘手的问题。从这个角度出发，我们在看待地区经济与民间金融市场不相适应的问题时，不能一味的从单个地区的角度去解决，更应该从全国范围内，大的金融环境下去了解温州民间金融问题出现的真正原因，寻找解决问题的方法。同样的，温州民间金融问题的解决也绝不能仅仅靠温州单个地区的努力，需要从全国整体金融体系出发，通过全国性的金融制度改革，把金融资源分配到具有更高效率的机构或部门，才能使得国家层面上的金融制度符合经济发展的步伐，进而带动经济的发展。
本文提出的解决温州民间金融问题的对策建议是建立在对温州民间金融现状深刻分析的基础上，通过对温州民间金融现状的剖析及相关民间金融理论的研究，结合其它专家学者对我国民间金融市场存在问题的研究，为我国地区民间金融问题的解决提供方案，为温州民间金融改革乃至整个国家层面上的金融改革寻找方向。具体来讲，首先分析了温州民间金融存在的问题，并对其产生的原因进行了深刻的分析与探讨，并结合原因提出了应对温州民间金融问题的对策建议。温州民间金融的不断发展，可为我国民间金融问题的解决提供很好的方向和借鉴。在当前民间资本规模日益扩张与民间金融非合法化的矛盾背景下，本研究具有多重意义和作用。

Abstract
The healthy and rapid development of economic society is closely related to the improvementof the financial system.More and more problems are exposed with the development of regionalfinancial market in China under the changing of international and domestic situation,Wenzhou isthe typical representative of these areas, Wenzhou financial markets present lots of problems,thefirst is the folk financial problems.
In order to solve the Wenzhou folk financial problems revealed by the financial marketeffectively,we must be awake to see: Wenzhou economic development and financial marketmismatch is common.These questions is not only appear in the financial markets inWenzhou,across the country, folk financial problems are quite difficult problem. From thisperspective, we only in the view of region economy and the folk financial markets is not adapt, wecan not blindly to solve the problem from the perspective of a single region, instead, we should befrom the country, and the big financial environment to know the real reason for Wenzhou folkfinancial problems, then find the methods to solve the problem. Similarly, Wenzhou folk financialproblem can not only be solved by the individual, it needs to set out from the whole financialsystem, through the national financial system reform, the financial resource allocation need to ahigher efficiency of agencies or departments,to make the national level financial system in linewith the pace of economic development, leading to the development of the economy.
This paper puts forward the countermeasures and suggestions to solve the problem ofWenzhou folk finance is based on folk financial body, on the basis of deep analysis from thefinancial condition of the Wenzhou folk and folk financial theory research, combined with theresearch of other experts and scholars about our country folk financial market problems, toprovide the solutions of the folk financial problem.lt can provided direction for the Wenzhou folkfinancial reform and the level of the country's financial reform.Specifically, first of all, weanalyses the problems of Wenzhou folk finance, and the reasons for the deep analysis anddiscussion, combined with the reasons put forward the countermeasures and suggestions toWenzhou folk financial problems. Wenzhou folk financial development will provide the solutionof our country folk financial problem with good direction and reference. In the background of thecontradiction between private capital expanding scale and the legalization of folk financial, thisstudy has multiple meaning and function.
