摘要
滨海新区经过多年的发展在2005年开始被写入“十一五”规划并纳入国家发展战略,成为国家重点支持开发幵放的国家级新区。在《国务院关于天津滨海新区综合配套改革试验总体方案的批复》中指出要以建设东疆保税港区为重点,加快建设北方国际航运中心和国际物流中心,推进国际化市场体系建设,条件成熟时进行建立自由贸易港区的改革探索。天津东疆保税港区在国家各个部委以及天津市政府的重点关心和大力扶持下,取得了一系列可喜的成果,也创新了诸多保税港区的发展模式。2013年12月,国务院定位天津建立中国首个综合改革创新区,享受并超过上海自贸区政策,面积扩至整个滨海新区。因此,在上述有利条件的推动下,以东疆保税港区为载体,积极建设东疆自由贸易港区的研究就显得至关重要。
本文的选题就是基于建设东疆自由贸易港区的大背景下,提出建设东疆自由贸易港区的必要性,讨论了东疆自由贸易港区的功能定位和运行机制,并提出了相应的具体措施建议,具有较强的时代性和实践意义。本文釆取的是一种在逻辑上逐步深入的论述方式。文章的基本脉络是:首先阐述了自由贸易港区的基本概念和特点,讲述了自由贸易港区的发展历史,并介绍了国际主要自由贸易港区的发展现状以及它们的功能定位及发展模式;其次,提到了我国自由贸易区的发展现状,在介绍我国自由贸易港区雏形发展的基础上,重点讲述了天津东疆保税港区的发展现状,然后对上海自由贸易试验区的发展现状进行了介绍,并讨论了上海自由贸易试验区的功能定位和运行机制。接着对发展建设东疆自由贸易港区的必要性进行了详细的分析,同时从内部和外部两个方面对发展建设自由贸易港区的所处环境进行具体的分析;再次,从功能定位和运行机制入手,探讨了东疆自由贸易港区的功能定位和运行机制,确定了航运、进口商品基地、租赁、金融四大主要功能,并从优化口岸服务环境、打造专业服务平台、变革行政管理制度和完善开发建设机制四个方面进行了东疆自由贸易港区运行机制的探讨;进而提出建设东疆自由贸易港区的三大对策和建议,最后对本文的研究成果进行了总结,并对下一步的研究方向予以展望。
通过本文的研究认为,积极发展建设东疆自由贸易港区具有独特的优势以及重大的发展意义,它更有助于实现国家对于天津市、滨海新区的功能定位,发挥其以点带面的区域经济效应,积极推动滨海新区作为北方国际航运中心和国际物流中心的建设工作。

ABSTRACT
After years of development of Binhai New Area in 2005 began to be written to the"Eleventh Five-Year Plan" and integrated into national development strategies, anational focus on supporting the development and opening of the National District.
Pointed out the need to build Dongjiang Bonded Port Area, focusing on speeding up theconstruction of the northern international shipping center and logistics center, topromote the internationalization of the market system, the conditions are ripe in the"State Council on the Tianjin Binhai New Area, the overall comprehensive reform pilotprogram approved" when reforms carried out to establish free trade zones to explore.
Tianjin Dongjiang Bonded Port Area in national ministries and the Tianjin municipalgovernment under the focus of concern and strong support, made a series ofencouraging results, but also a lot of innovation bonded port development model.
December 2013,the State Council, China's first positioning Tianjin to build acomprehensive reform and innovation area, enjoy and over Shanghai FTA policy,expanded to the entire area of Binhai New Area. Therefore, under the impetus of thesefavorable conditions,east of Port Bonded carrier, actively building research DongjiangFree Trade Port Area is vital.
Under the topic of this paper is based on the construction of the Dongjiang FreeTrade Zone in the background, put forward the necessity of the construction of theDongjiang Free Trade Zone, discusses the function of positioning and operationmechanism Dongjiang Free Trade Zone, and proposed the corresponding Specificmeasures recommended, with a strong sense of the times and practice. This article takena logical step in the way of in-depth discussion. The basic context of the article are: firstdescribes the basic concepts of free trade zones and features about the history of thedevelopment of free trade zones and introduced the development of a majorinternational free trade zones as well as their functional orientation and developmentmodel; Secondly, referring to the current development of a free trade area,based on theintroduction of free trade zones on the prototype development, focuses on thedevelopment status of Tianjin Dongjiang Bonded Port Area,and the status ofdevelopment of the Shanghai Free Trade Zone trials conducted and discusses thefunction of positioning and operation mechanism Shanghai Free Trade Zone of the test.
Then the necessity for the development of Dongjiang Free Trade Port Area constructioncarried out a detailed analysis from both internal and external aspects of thedevelopment and construction of their environment FTZ specific analysis; once again,from the functional positioning and operation mechanism, discusses the function ofpositioning and operation mechanism Dongjiang Free Trade Zone, identified theshipping and import commodity base, leasing, finance four major functions, and theoptimization of port services from the environment, create a professional serviceplatform, administrative reform system and improve the development and constructionof four mechanisms discussed Dongjiang Free Trade Port operation mechanism; putsforward the construction of three countermeasures and suggestions Dongjiang FreeTrade Zone, the final results of the study are summarized in this paper, and The nextstep in the research to be discussed.
Through this study believe that the active development and construction of theDongjiang Free Trade Zone has unique advantages and significant development sense,it contributes to the country for more Tianjin Binhai New Area of functional orientation,which play a regional economic effects point to an area of actively promote theconstruction of Binhai New Area as the northern international shipping center andlogistics center.
