山东高校学生体质健康测试研究

  摘要

  为深入贯彻落实《中共中央国务院关于加强青少年体育增强青少年体质的意见》(中发(2007) 7号)和《国家中长期教育改革和发展规划纲要(2010-2020年)》,推动学校体育科学发展,促进学生健康成长,国务院办公厅于2012年10月通过了由教育部、发展改革委、财政部、体育总局《关于进一步加强学校体育工作的若干意见》。意见指出:“建立健全学校体育的监测评价机制。完善学生体质健康测试和评价制度。

  教育部会同有关部门修订并全面实施《国家学生体质健康标准》,做好学生健康检查制度、学生体质健康监测制度与国家学生体质健康标准测试制度的配套衔接。”

  学校通过深入分析学生体质健康测试结果,动态把握学生体质健康发展变化趋势,可以有效指导学校体育工作。了解改善高校人才素质教育的现状,对进一步推进学校体育工作的改革,意义重大。

  2012年山东省教育厅结合中央文件要求,出台《山东省教育厅关于加强高校体育课程建设的意见》,并于2012年下半年、2013年全年分三批次对我省高校体育#程建设情况进行评估检查,其中是否积极组织学生进行学生体质健康测试工作作为一票否决的重要指标。

  2013年教育部规定了全国统测项目,同时在数据上报环节增加省级教育主管部门审核数据的环节,加大了对高校测试工作的督促作用。同时明确规定:“学生2013学年测试总分和等级2项数据暂不上报,测试工作结束后,教育部拟根据各地测if结果重新修订学生体质健康标准,并按新的标准评定各地学生体质测试成绩。”

  为有助于了解学生在同指标不同测试项目的选择下存在的测试总分和等级2项数据上的差距,本文采用文献资料法、访谈法、比较分析法、问卷调查法、测试法等研究方法,结合我省在高校体育课程评估检查中高校对体质测试工作的幵展情况,对我省2013年高校上报教育部学生体质健康网的数据进行整理、对比分析,旨在发现同组选测项目中选取不同项目进行测试对学生整体评价成绩的差异性、相关性,为新周期《标准》部分事宜的调整提供部分数据和理论支持。通过分析得出以下结论和建议:

  结论:近两年,在教育部、教育厅等行政主管部门的督促下,我省大部分高校能够按时完成学生体质健康测试工作。在测试形式上主要为随堂测试、集中测试两种。在工作中能够保障充足经费投入、保障测试场地、配备符合标准的测试设备和器材、对测试人员进行专业培训、将此工作计入教师工作量、积极完成数据上报工作。但是也存在个别院校为完成工作弄虚作假、不按时完成测试和数据上报工作。

  通过对2013年高校学生的体质测试成绩分析发现:高校学生的各测试项目的成绩只有女生速度素质处在不及格水平;其余其他指标成绩都在及格以上;测试总成绩多种组合下都在及格以上,存在略小的差异。通过与2010年山东省成绩对比发现,现阶段测试成绩与量化成绩优一定的提高。通过与2010年全国成绩对比发现,各项目测试成绩均高于全国水平。可以认为,近几年我省高校学生体质健康状况得到了改口 o建议:国家和地市教育行政部门应该不断加大监管力度,制定相关政策法规,落实责任到人;学校积极落实政策,因时因地多形式多渠道开展落实好工作;提升教师理念,改变高校一线教育工作者的观念,切实让学生学会掌握一两项终身受益的运动技能,养成锻炼身体的良好习惯;培养学生的终身体育意识和健康意识;提升社会、家庭对学生体质健康的关注度。

  ABSTRACT

  To better implement the "Opinions of CPC Central Committee and State Council onStrengthening Youth Sports and Enhancing Young People's Physical Quality "and"Long-term Education Reform and Development Plan ( 2010-2020 ) n,to promote schoolsports science development, and the healthy growth of students, the State Council inOctober 2012 adopted "Opinions on Further Strengthening School Sports Work11 proposedby the Ministry of Education, Development and Reform Commission,Ministry of Finance,General Administration of Sport. In that document, it points out that: "to establish a soundmechanism of monitoring and evaluating schools sports. To improve studenfs healthtesting system and evaluation system. The Ministry of Education and the departmentconcerned will revise and fully implement "National Student Physical Health Standard",carry out student health inspection system,and make sure the conjunction bet^enstudent's health monitor system and national student physical health standard test system.MBy analyzing the student's health test results, grasping the dynamic trend of healthyphysical development, schools can effectively guide the work of school sports. To learnand improve the situation of talent quality in higher education has a great significance infurther promoting the reform of school sports.

  In 2012 under the requirements of central documents,Department of Education ofShandong Provincial issued "Opinions of Shandong Provincial Department of Education onStrengthening the Construction of University Sports Curriculum", and in the second half of2012,in 2013 it reviewed and assessed the building of college sports programs, in whichwhether organizing students' physical fitness test is taken as a critical indicator.

  In 2013 the Ministry of Education stipulated the projects of testing, and at the sametime auditing data by the provincial education department is asked when the data isreported, which improve the monitoring role on university testing work. While it clearlystates: "Student test scores and grade in 2013 school year needn't to be reported. Aftertesting,the Ministry of Education intends to revise the student's health standards based onthe test results, and according to the new standard, physical fitness assessment of students'

  test will be graded"To help understand the gap between test scores and grades that students have indifferent test items, this paper used literature data method, interviews,comparativeanalysis, research questionnaire, test method approach that combine with assessment dataof physical fitness test in the universities, and summarized and analyzed the data collectedin the Ministry of Education college student's health network reported in 2013, aiming atfinding the differences and relevance of student scores' overall evaluation, and providingsome data and theoretical support for the new policy adjustment. By analyzing, thefollowing conclusions and recommendations are founded:

  Conclusion: Over the past two years, under the monitoring of the Ministry ofEducation, Department of Education and other administrative departments, mostuniversities in Shandong province can fulfill student's health test on time. The forms oftesting are mainly two kinds: classroom test and concentration test. In the test work, mostuniversities can guarantee adequate funding to ensure the test site, to equip with equipmentand materials that 虹e in line with standard test, to carry out professional training, to putthis work to the workload of teachers, to actively complete the data report work. But thereare still some universities who practiced fraud, and failed to complete the tests and datareport work.

  By analyzing college student's physical fitness test score in 2013,we found: amongthe scores of each test item, only speed quality of girls didn't pass, and the rest of otherindicators are qualified. For different combinations of total score,there is a small difference.

  Compared with 2010 performance of Shandong province, the result of this stage hasimproved. By comparison with the national results found in 2010, the project test scoreswere higher than the national average. It is believed that in recent years, college student'shealth condition in our province has improved.

  Recommendations: national and municipal education administrative departmentsshould continue to intensify supervision, to develop relevant policies and regulations tomake sure responsibility arrives person; schools should actively implement the policies,and carry out the work in various forms ; the teachers should promote ideas, changeconcepts about front-line education,and effectively let students learn or master one or twoa lifetime skills,develop good exercise habits ; the students should develop lifelong sportsconsciousness and health awareness ; the society should enhance the health attention on thephysical fitness of students ?
