摘要
随着互联网技术的不断发展，“互联网+”时代也随之到来，无论是淘宝模式的“互联网+集市”,还是百度模式的“互联网+广告”,都是互联网企业利用“互联网+”模式，创造新的经济增长点，这一模式不仅刺激经济的增长，同时还便利了公众的生活，满足了人们日益增长的物质文化需要。在“互联网+政务服务”中，公共信息安全的重要性越来越突出。借助互联网技术的支持，防火墙、防病毒、身份认证、数据加密、安全审计等安全防护和管理系统在公共安全领域得到广泛应用，公共信息安全因“互联网+”时代的到来进入了一个新的历史阶段。但是，“互联网+”
作为一把双刃剑，它在提升公共信息安全防护能力的同时，自身所存在的一些问题也在向公共信息安全领域渗透。
本文以藁城区公共信息安全现状为研究对象，论述了其在“互联网+”时代背景下，面临的公共信息安全问题及相应对策。首先交代了本文研究背景及意义、公共信息安全概念、研究思路和研究方法。采用SWOT法列出藁城区公共信息安全建设面临的威胁和存在的劣势。然后对基础设施、人员、财政支持及机构管理等方面存在的问题进行了原因分析。之后构建了公共信息保障体系，指出政府、互联网企业和社会三个主体的责任。最后针对存在的问题，结合公共信息保障体系，得出藁城区公共信息安全问题的应对策略。主要通过完善法律法规，加强人员管理，完善信息安全机制，为互联网企业创造良好的发展环境，提高公众信息安全意识和网络道德等措施应对公共信息安全领域面临的威胁。

Abstract .
With the continuous development of Internet technology, the “Internet +” era is coming.whether taobao model of “Internet + market”, or “Internet + advertising” baidu patterns,internet companies use “Internet +” model, creating new economic growth point. Thismodel not only stimulates the growth of the economy, but also facilitate the public life,satisfy people's growing material and cultural needs. In the “Internet + governmentservice”, the importance of public information security is becoming more and moreprominent. With the support of Internet technology, firewall, virus protection, identityauthentication, data encryption, security audit and other security protection andmanagement system are widely applied in the field of public safety. because of thearrival of the “Internet +” era, public information security has entered a new historicalstage. As a double-edged sword, “Internet plus” improves the security of publicinformation security, while some of their problems are also infiltrating the publicinformation security field. .
This paper takes the current situation of public information security in GaochengDistrict as the research object, discusses the public information security problems underthe background of the “Internet” era and the corresponding countermeasures. Firstly, itstates the research background, the concept of public information security, basic idea andthe main methods. Use SWOT method to list the threats and disadvantages of publicinformation security in Gaocheng District. The reasons for the problems in theinfrastructure, personnel, financial support and institutional management are analyzed.
After that, the public information security system is constructed, pointing out theresponsibility of the government, Internet enterprises and society. Finally, aiming at theexisting problems, with the public information security system, we get the publicinformation security strategy of Gaocheng District. Mainly through the improvement oflaws and regulations, management of personnel, development environment for Internetenterprises, public awareness in information security ,we deal with the threats in the fieldof public information security. .
