中文提要
世界许多国家的实践已经证明，官员财产申报公示制对于预防和遏制腐败具有显着的效果，甚至被称为是一项终极的反腐措施。然而，由于我国的历史原因和体制现状，官员财产申报公示制度的立法和制度建设始终步履蹒跚。十八届三中全会《决定》用一整个章节阐述“强化权力运行制约和监督体系”,明确提出要健全反腐倡廉法规制度体系，推行新提任领导干部有关事项公开制度试点，为推行官员财产公示制度提供了坚实依据。本文结合笔者所在的中共淮安市纪律检查委员会自 2012 年以来，实施拟提拔干部财产公示的探索和实践，运用历史分析法、系统分析法、比较分析法等研究方法，分别从官员财产公示制的一般概述，域外官员财产公示制度简介及评价，我国官员财产公示的实践和探索，我国现有官员财产公示实践中的存在问题以及今后实施的路径选择等五个方面，剖析我国包括“阿勒泰模式”、“淮安模式”等几个试点地方的成败得失和存在问题，对比国外的做法和效果，力争在财产公示的范围、人员、内容、载体等方面，探索出一条符合我国现阶段国情的现实路径。

Abstract
It has been proved by practices from many countries in the world that theAnnouncement System of the Officers' Assets Declaration has a significant influence inpreventing and curbing corruption and it even can be called a ultimately anti-corruptionmeasure. However, because of the historical reasons and current system situations in ourcountry, the legislation and institutional improvement of the Announcement System ofthe Officers' Assets Declaration has been processing a slow development. The Decisionon the Third Plenary Session of the 18th CPC Central Committee elaborated“intensifying the restriction and monitoring system of power operation” in a wholeChapter, which clearly put forward to establish a sound anti-corruption laws andregulations system and to implement the pilot project on the public system of relevantmatters of new-lift leading cadres and provided a solid basis for the AnnouncementSystem of the Officers' Assets. The paper is based on my experience and exploration ofthe Cadres' Assets Announcement before promotion in CPC Huaian DisciplineInspection Committee since 2012. With the method of history analysis, systematicanalysis and comparative analysis, this paper reviews the development and problemsthrough several places experimenting Altay mode and Huaian mode from five aspectsincluding a general overview of the Announcement System of the Officers' Assets, anintroduction and evaluation of the abroad the Officers' Assets Declaration system, theexperience and exploration of the Announcement of Officers' Assets in China, theproblems in practice of the abroad the Officers' Assets Declaration system and theoptions in the future. By comparing domestic situations with abroad, the aim is to find away according with national circumstance in terms of the scope, staff, content andcarrier of the Officers'Assets Declaration.
