　　农村基础设施的建设是改变农村地区落后局面，促进农村地区社会经济发展，实现农民生活水平提高的重要举措，也是社会主义新农村建设的重要组成部分。农村基础设施建设包含内容广泛，除了农业基础设施建设之外，还包括对道路交通、医疗卫生、文化娱乐、社会保障、农村教育等多个方面的建设任务。建成并妥善管理农村基础设施，既可以实现农民增收，有改善了农村地区的社会生态环境，保障农村地区的社会稳定。
　　
　　青州市是潍坊地区的农业生产大市，有着庞大的农村人口基数，对于农村基础设施的建设也更加渴求、迫切。本文以青州市农村基础设施建设情况作为研究对象，在梳理相关研究成果的基础上，分析了青州市目前在农村基础设施建设投入的现状及其资金来源和走向，进而较为系统地分析了青州市农村基础设施建设所面临的有利条件和制约因素，通过分析得知，更加健全的国家支农政策体系、强大的国民经济实力以及逐步完善的市场经济体制都为青州市农村基础设施建设提供了体制保障和物质基础，而渐进式改革的缺陷-旧体制的惯性延续、城乡二元结构体制、对基础设施建设规划不合理、基础设施建设资金投入依然不够、政府干预与村民自治的相互矛盾和不健全的农村基础设施建设管理体制则为对青州市农村基础设施建设的发展形成了制约。有鉴于此，本文综合前人研究成果，提出了提高对农村基础设施建设的认识、完善农村基础设施建设规划、逐步加大规范财政投入、改善农村基础设施建设融资机制、改善农村基础设施建设管理机制等六个方面的对策，希望能为青州市以及国内其他地区提供理论参考和借鉴。

　　Countryside  infrastructure  construction  changes  the  countryside  area  backwardnessaspect, promotes the countryside area social economy development, realizes important actionwhich  the  farmer  living  standard  enhances,  also  is  the  socialism  new  rural  reconstructionimportant  constituent.The  countryside  infrastructure  construction  contains  the  content  to  bewidespread,  besides  agriculture  infrastructure  construction,  but  also  includes  to  the  roadtraffic, the health, the cultural entertainment, the social security, the rural education and so onmany  aspect  construction  duty.Completes  and  manages  the  countryside  infrastructureproperly, also might realize the farmer to additionally receive, has improved the countrysidearea society ecological environment, safeguarded the countryside area the social stability.
　　
　　Qingzhou is a big county with agricultural productions in Weifang area, it has the hugerural  population  cardinal  number,  also  even  more  earnestly  seeks  regarding  the  countrysideinfrastructure  construction,  urgently.This  article  by  the  Qingzhou  countryside  infrastructurefacility situation took the analysis object, summarized Qingzhou at present in the countrysideinfrastructure  construction  investment  present  situation,  analyzes  its  capital  source  and  thetrend,  overall  has  carried  on  the  macroscopic  understanding  to  the  Qingzhou  countrycountryside  infrastructure  construction  condition.In  this  foundation,  this  article  has  analyzedthe  advantage  and  the  restriction  factor  which  the  Qingzhou  countryside  infrastructureconstruction  faces,  through  analysis  knowing,  the  market  economy  system  which  the  moreperfect  national  supporting  agriculture  policy  system,  the  formidable  national  economystrength  as  well  as  consummated  gradually  all  has  provided  the  system  safeguard  and  thematerial  base  for  the  Qingzhou  countryside  infrastructure  construction,  but  advancesgradually the type reform flaw - old system inertia extension The  city  and  countryside  dualstructure  system,  the  government  intervention  and  the  villagers  autonomous  mutuallycontradictory and not the perfect countryside infrastructure construction management systemfor  has  formed  the  restriction  to  the  Qingzhou  countryside  infrastructure  constructiondevelopment.The  taking  this  into  consideration,  this  article  synthesizes  the  predecessorresearch  results,  proposed  the  enhancement  to  the  countryside  infrastructure  constructionunderstanding,  the  consummation  countryside  infrastructure  construction  plan,  enlarges  thestandard financial investment gradually, improves the countryside infrastructure constructionfinancing  mechanism,  improves  the  countryside  infrastructure  construction  management mechanism  and  so  on  five  aspects  the  countermeasure,  hoped  can  provides  the  theoryreference and the model for Qingzhou as well as the domestic other areas.
