摘要
随着中国经济的快速发展，大量的环境和社会问题不断凸显。级观西方发达国家的发展历程，他们也同样经历了这个过程。政府在引导企业履行社会责任方面发挥了不可或缺的作用。随着中央政府不断的简政放权，地方政府在经济生活和社会管理中扮演着越来越大的作用。地方政府如何在本地区推动企业履行社会责任，促进区域经济建设和社会稳定发展具有重大意义。因此，本文的选题具有一定的理论和实践意义。
本文在梳理了地方政府促进企业社会责任的相关文献的基础上，借鉴国内各级地方政府推进企业社会责任的经验，以石景山区为例研究了地方政府促进企业履行社会责任的引导机制。
本文对石景山区企业社会责任的现状进行了调查问卷，在了解石景山区企业责任理念、责任实践和责任管理方面现状的基础上，进一步分析存在的问题及原因，最后为石景山区政府促进企业履行社会责任的提出了构建组织机制，完善政策机制和活动机制的建议。

ABSTRACT
With the continuous development and globalization of china, our total economy has beenranked second in the world, and it's still maintained a rapid development. The government plays anindispensable role in guiding enterprises to fulfill their social responsibility. As the centralgovernment continues to streamline administration and delegate power to the lower levels, localgovernments play an increasingly important role in the economic life and social management. Theycan take appropriate strategies to maximize the promotion of the by taking measures according tolocal situation, and supervision of enterprises to fulfill their obligations. Therefore, the measurestaking by the local government to promote corporate social responsibility is of great significance topromote regional economic development and social stability and development, this paper will mainlyfocus on this issue.
Based on the relevant literatures and e^qjerience of local governments at various levels, weinvestigated the guiding mechanism of corporate social responsibility by taking Shijingshan districtas anejample. A questionnaire survey based on the present situation of Shijingshan district is carriedout, based on the theory and the accumulation of ejq）erience. Based on understanding the idea,practice and managpmei4 situatbn of promoting CSR in Shijingshan district, the existing problemsand the reasons is further analyzed. Finally, the advice to promoting CSR is given to the governmentof the district, which is mainly focused on the establishing organization mechanism, perfecting thepolicy mechanism and activity mechanism.
