摘 要
信息化是当今社会各个领域发展的一个趋势，医院信息化是医院必须经历的而且将会是长期要处于的一个阶段。改革开放以来，中国的医疗卫生事业发展迅速，至今已取得了一定的成绩，也存在着许多问题。目前，我国医疗行业正经历着有史以来最深刻的变革，对于医院，特别是大型公立医院来说，这既是个挑战也是机遇。在这场变革中，信息化起到了重要的推动作用，特别是近年来频繁发生的一系列公共卫生事件让大家更加深刻的认识到医疗体系信息化建设的重要性与必要性。医院作为卫生系统的窗口和一线单位，更是迫切需要加快信息化建设进度。信息化建设不仅使医院的管理水平得到有效提高、更能帮助医院把医疗资源充分转化为患者服务的优质资源，使医院的服务质量和服务效率得到最大限度的提升。在这样持续的信息化支撑中，医院才可以获得稳健的、可持续的长久发展。
本文以 H 医院作为研究案例，在研究了医院信息化理论与医院信息系统之后，通过文献研究、实例研究、问卷调查等方法，分析了 H 医院的信息化建设背景和现状，找出了信息化发展过程中的问题：如信息化观念差异；人力资源问题；规章制度落后；患者信息分散；系统需求变更缺乏有效管控；与医院管理层决策逻辑契合不足；全程医疗质量保障需要完善等，并针对上述问题找出了存在这些问题的原因，在此基础之上进一步提出了具有可实施性的优化对策：确保医院信息化管理模式与实际工作保持协调；健全发展战略，提升设计成熟度；提升医院信息化架构的标准；加强医院信息化的市场调研工作；提高与医院管理决策的逻辑契合度；完善医疗质量保障体系；建立健全医院信息化管理制度；提升患者信息处理效率；保证 H 医院的信息化支撑能力得到持续发展强化。

Abstract
Nowadays information construction is a trend of the development of our society invarious fields, hospital information construction is the hospital must be experienced and willbe a stage in the long term to. Since the reform and opening up, Chinese medical and healthundertakings have developed rapidly, has made some achievements, there are a lot ofproblems. At present, China's medical industry is experiencing the history of the mostprofound changes, for the hospital, especially for large public hospitals, which is both achallenge and a rare opportunity. In this change, information has played an important role inpromoting, in particular the importance and necessity of a series of public health incidents inrecent years, the frequent occurrence of let us more profound understanding to the medicalsystem information construction. The hospital as a health system window and front-line units,is the urgent need to accelerate the construction of information progress. Informationconstruction is not only effectively improved, more can help hospitals to resource of highquality medical resources fully transformed into patient service to make the management levelof hospital, make the hospital service quality and service efficiency to be improved to thegreatest extent. In this continuous information support, long-term development of the hospitalto get a robust, sustainable.
This paper takes H hospital as a case study, in the study of hospital information theoryand the hospital information system, through literature research, case study, questionnairesurvey method, analyzed the background and current situation of H hospital informationconstruction, find out the information development process problems: such as the concept ofinformation difference; human resources issues; rules and regulations lag behind patientinformation system; dispersion; requirement change the lack of effective control; with thehospital management decision logic conjunction question; medical quality assurance of thewhole need to improve, and find out the reasons for these problems in view of the aboveproblems, and on this basis puts forward practicable Optimization Countermeasure: ensurethat the hospital information management model and the actual work to keep coordination; asound development strategy, enhance the design maturity; improvement of hospitalinformation architecture standards; to strengthen the hospital information market researchwork; improve the hospital management and decision logic fit; improve the medical qualityassurance system; establish the hospital information management system; to enhance theefficiency of patient information processing; ensure the information support capability of Hhospital continued to strengthen the development of.
