摘要
在国际国内城镇化加速发展的背景下，如同经济发展需要新的增长点，新城建设被认为是我国城市新一轮扩张中可供选择的有效途径，开发建设小城镇的新一轮热潮已经在国内掀起，新城建设、小城镇提质扩容，被许多城市列入“十二五”规划的重头文章，纳入解决农民增收缓慢、城乡差距日益拉大问题的重要出路。常德作为世界上最早城池的发源地之一，处在国家城镇建设大发展、大建设的关键时期，进一步加快小城镇建设，提高小城镇水平，推进城乡一体化进程，已成为实现常德“十二五”经济社会发展目标的共识，成为迈向小康，实现现代化的必由之路。
本文以常德小城镇建设为研究背景，从四个方面对小城镇建设进行阐述。
第一部分：绪论。本部分主要对小城镇建设的研究背景、研究意义、国内外研究综述、小城镇建设的基本概念、研究方法、技术路线及创新与不足之处作了说明或阐释。
第二部分：常德新型小城镇建设的发展现状。一是全面回顾了改革幵放以来常德市的小城镇建设历程；二是介绍了小城镇建设取得的成就；三是总结了常德小城镇建设存在的突出问题。
第三部分：常德新型小城镇建设中的问题分析。主要从外部因素、政府管理和功能定位三个层面对常德小城镇建设中的问题进行了系统分析，客观准确地指出了问题的根源和有关因素，为有针对性地提出对策奠定基础。
第四部分：常德新型小城镇建设的对策研究。在明确了常德市小城镇建设的建设目标与基本任务的基础上，提出了加快小城镇建设的推进步骤和布局重点，进一步指明小城镇发展方向。沿着这个方向，明确了常德市小城镇建设的主要对策和实现途径，探讨如何构建布局合理、经济发达、功能完善、特色鲜明、强优共生的现代化新型小城镇体系，加速推进常德小城镇建设。
