摘 要
安全管理是民航业管理的重点问题。在现阶段，我国民航业的发展取得了巨大的进步，但在安全管理能力、技术等方面仍然与发达国家存在一定的差距，已经出现了民航业安全保障能力与民航运输活动的高速增长势头不相适应的矛盾。
然而，我们看到在国民经济快速发展和国内外大环境的驱动下，中国的航空运输在今后很长一段时期内仍将保持高速增长的势头，这样一来，对我国民用航公共领域的安全保障能力提出了更高的要求，我国民航的安全保障工作面临的困难将逐步增多，压力越来越大。在这一要求下，我国民航安全管理系统的推广和使用势在必行。而且从不同的角度来讲，推广和健全安全管理系统对中国民航业的发展有着重大意义。首先，从国际民航组织的要求来看，我国作为国际民航组织的成员国，同时也是民用航空的大国，有责任和义务按照国际民航组织颁布的时间表完成安全管理系统的建设。其次，从我国民航企业要求来看，虽然目前国内民航企业实施完整的安全管理系统的还在少数，但国内外严峻的民航安全形势迫使我们要借鉴国外一些民航安全管理系统的实际经验，加强对我国民航企业安全管理系统的研究及应用，从自身实际出发建立一套符合民航企业要求的安全管理系统，提高我国民航业安全管理的整体水平。第三，从我国民航企业改革的进程来看，目前正值我国民航企业的发展处于重要上升时期，传统的行政管理职能逐渐褪色，经验型、即时应对型的安全管理模式已不能适应民航业的严峻的安全形势。
因此，民航企业应利用建立安全管理系统的时机，重组安全管理机构，认真论证和再造安全流程，注重整合企业安全文化，克服过去治标不治本的安全管理模式。
安全风险管理在美国起步比较早，并且已经运用得非常成熟，现在所建立的安全管理系统就是以其最为成熟的安全风险管理为中心环节，同时添加了政策上的支持和后面的安全保证和改进。因此美国的安全风险管理运行得非常有成效。
加拿大的安全管理系统实施的比较早，而且在组成部分上比较具体和全面，它几乎囊括了安全管理系统的所有组成要素。在国外实施安全管理系统的经验基础上，我国民航安全管理学者需要通过研究，结合国外民航安全管理系统发展经验及我国民航安全发展的自身特点，有针对性的研究发展符合中国国情的民航安全管理系统。
为了发展具有中国特色的民航安全管理系统，笔者认为首先应在安全管理系统的主要内容上做进一步的提高，例如健全安全管理体制、完善安全管理系统中的风险管理流程、加快安全管理的信息化建设、加强民航企业的安全文化建设这四个方面，相信中国民航安全管理系统的运用水平会逐步提升。中国民航企业定会在安全管理上走在世界同行业的前列。

Abstract
Safety management is an important question for aviation enterprises. At present, Chinesecivil aviation safety management capability is increasing gradually, but there is still a great gapcontrasted with the developed countries. The contradiction between safety supporting ability andhigh-speed growing transportation activities began to appear. With the rapid development ofnational economy and the driven elements of domestic and international environment, China's airtransport will still maintain high-speed growing in the next period of time, which raises higherrequirement for the supporting capability of Chinese civil aviation safety production. Thus,Chinese civil aviation safety supporting work will face more and more difficulties and enduremore and more pressure. Chinese civil aviation safety management capability should be developedto the same level of foreign countries. Thus, the popularization and application of Chinese civilaviation safety management system is imperative. The development of Chinese civil aviationsafety management capability is significant from different perspectives. First of all, from therequirement of international civil aviation organization, China, as one part of international civilaviation organization, has the responsibility and obligation to finish the construction of safetymanagement system in resent years accordance with the international Civil Aviation Organizationpromulgation schedule. Secondly, from the requirement of Chinese civil aviation enterprises,although, at present, domestic aviation enterprises carrying out integrated safety managementsystem is still a minority, domestic and international severe aviation safety situation compelled usto study of civil aviation enterprise safety management system and improving Chinese civilaviation safety level. Thirdly, from the process of Chinese civil aviation enterprises, it is the hightime that Chinese civil aviation enterprise is in the developing period. The function of traditionaladministrative management is gradually fading, which has been unable to adapt to the airportenterprise development and the grim situation of aviation safety. Therefore, enterprises should usethe timing to establish a safety management system, recombine the safety managementorganization, demonstrate and reconstruct security process, pay attention to the integration ofenterprise safety culture, and overcome the past palliative safety management mode.
The United States security management system is established on the basis of safety riskmanagement. Security risk management in the United States started relatively early, and has beenapplied very mature. Now the safety management is in its most mature safety risk management asthe central link, at the same time, adds the policy support of the safety assurance and improvement.
Therefore, the United States security risk management has been very effective. The Canadiansafety management system implies at the earliest time, and is more specific and comprehensivefrom constituent part, which almost covers the safety management system consisting of allelements, mainly including six parts: safety management program, film system, securitymonitoring training, quality assurance and emergency plan. Chinese Civil Aviation SMS system ismore scientific, rational and systematic, achieving four changes from engaging to advance, fromopen to closed loop, from the individual to the system, from local to global. In this system, theactive safety management has replaced the original passive one, strengthening governmentsupervision enterprise efficiency at the same time, supervising and urging the enterprise toestablish a set of self audit, self monitoring, self correction, self perfect safety managementmechanism, finally effectively solving the civil aviation system scale which deals with theproblem of tracking information. But the safety management system which roots in the westernmanagement culture soil, should be seriously done some research instead of being duplicated,combined with Chinese civil aviation safety development situation and Chinese characteristics,developing to Chinese civil aviation safety management system with Chinese characteristics.
In order to develop a civil aviation safety management system with Chinese characteristics,first of all, we should improve the main content of SMS, covering four aspects: perfectingmanagement system, strengthening the consciousness of risk management, accelerating theinformation construction, and strengthening the construction of safety culture. We believe thatapplication level of Chinese civil aviation safety management system will improve gradually. AndChinese civil aviation enterprises will be in the forefront of the whole industry.
