摘 要
上世纪末，随着全球化的不断发展和经济滞胀现象的出现，欧洲一些高福利国家陷入福利危机之中。由于背负着巨大的社会保障支出压力，却无法解决日益突出的社会问题，社会保障制度面临着严峻的挑战。此时，以安东尼·吉登斯为首的社会民主党人提出了“第三条道路”的理论思想，为社会保障制度的改革提供了新的思路。
本文首先从“第三条道路”理论所蕴含的社会福利思想探析入手，详细阐释和评价了“第三条道路”的首创者安东尼·吉登斯以及主要代表人物托尼·布莱尔的社会福利思想，这些思想包括权利与义务的统一、积极福利、社会投资型国家、重视教育和人力资本发展以及社会保障制度的改革理念。随后，以制度改革为实践对象，具体阐述和评价了英国布莱尔政府在医疗保障、养老保障、失业保障、教育政策等方面的社会制度改革。最后，本文系统总结了“第三条道路”社会福利思想成果及实践的成功经验，提出了转变福利观念、扩大福利主体、强化福利责任、重视发展教育等可供我国社会保障制度参考的启示和借鉴。

Abstract
Last century, with the development of globalization and the emergence of economicstagnation, some welfare States in Europe face to a welfare crisis. Due to a huge socialsecurity expenditure pressure, but more serious social problems cannot be resolved, the socialsecurity system faces a serious challenge. At this point, the Social Democrats, led by AnthonyGiddens proposed “the third way” theory,which provides a new way to reform the socialsecurity system.
The analysis of this paper from the theory of “the third way” contains the thought ofsocial welfare, with interpretation and evaluation Anthony Giddens and Tony Blair's thoughtsof social welfare.These ideas include the rights and obligations、the positive welfare、socialinvestment country、the importance of education and human resource development and socialsecurity system revolutions. Then, put the revolution as practice object, describe the means ofmedical insurance,endowment insurance, unemployment insurance, education policy andother aspects of the social system reform by the Blair's government in UK. Finally, this articlesummarized the successful experience of “the third way” social welfare thoughts and practice,such as change the concepts of welfare, expand the welfare subject, strengthen the welfareresponsibility, take more attention at education and the development of human resources,inorder to be used to develop our country's social security system.
