随着海洋经济不断发展，海洋渔业产值占国民经济生产总值比重越来越大，海洋渔业越来越受国家和沿海城市重视。滨海新区有着地理位置优越，区位条件好，海洋渔业资源较为丰富，渔业历史悠久，产业基础良好等优势，使得滨海新区海洋渔业发展得天独厚。特别是天津市滨海新区着力打造海洋强市的战略目标以及国家对天津市海洋经济发展的政策倾斜，在这些背景下，研究天津市滨海新区海洋渔业发展问题很有必要。本文首先通过对海洋渔业发展及相关理论研究和文献回顾。结合国内外相关研究资料、增长极理论、国际贸易理论、区位理论等相关理论，对海洋经济以及海洋渔业进行了概念界定，总体上对海洋渔业有个把握。其次，论述国内外海洋渔业发展经验借鉴与启示。总结国内外海洋渔业发展的成功之处以及对我国海洋渔业发展有哪些启示，并根据滨海新区实际情况吸取其优势经验，促进滨海新区海洋渔业发展。第三，论文通过对滨海新区海洋渔业发展现状分析，对其海洋渔业发展的特点以及所取得成果有个比较清晰的认识，对海洋渔业各个产业的现状进行梳理，为推进滨海新区海洋渔业发展的对策建议提供了基础。第四，对滨海新区海洋渔业发展的 SWOT 分析。运用态势分析法，分析滨海新区海洋渔业发展优势和劣势，机会和威胁，对影响其海洋渔业发展的内外部因素有一个准确把握，为未来滨海新区海洋渔业发展战略的制定提供依据。最后，分析天津滨海新区海洋渔业发展的对策建议和结论部分。通过现状分析，SWOT 分析，借鉴国内外海洋渔业发展的经验，提出促进滨海新区海洋渔业高产高效高速发展的科学建议，并对全文进行结论总结。

Abstract
With the continuous development of the marine economy, the proportion ofmarine fishery production value in the gross national economy is growing, and marinefisheries have attracted more and more attention of the state of and coastal cities.
Binhai New Area has the advantages of convenient geographic location, goodlocational conditions, abundant marine fisheries resources, a long-history fishery,good industrial base and so forth, so that the development of Binhai New Area isunique. In particular, under the background of the strategic objectives of TianjinBinhai New Area's efforts to build marine strong city and policy support of the stateto the development of marine economy in Tianjin, the study on the development ofmarine fisheries in Binhai New Area of Tianjin is necessary.
Firstly, this paper, through the development of marine fisheries and relatedtheoretical research and literature review, gives a definition of the marine economyand marine fisheries combined with domestic and foreign related research data,growth pole theory, international trade theory, location theory and other theories togenerally have a grasp of marine fisheries. Secondly, the domestic and foreign marinefisheries development experience and inspiration is discussed. The success of marinefisheries at home and abroad as well as the enlightenment to China's marine fisheriesis summarized to learn the strengths based on the actual situation of Binhai New Areato promote the development of marine fisheries. Third, the paper, though the analysison the current development of marine fisheries in Binhai New Area, has a clearerunderstanding of the development characteristics of marine fisheries and the resultsachieved, sorts out the current situation of various industries of the marine fisherries,providing the foundation to the countermeasures and suggestions on the developmentof marine fisheries in Binhai New Area. Fourth, the SWOT analysis is carried out forthe development of marine fisheries in Binhai New Area. With the SWOT analysis,the strengths and weaknesses, opportunities and threats of the development of marinefisheries in Binhai New Area is analyzed, so as to have an accurate grasp of internaland external factors affecting the development of marine fisheries, and provide thebasis for the formulation of future development strategy of marine fisheries in BinhaiNew Area. The final part is the countermeasures and suggestions on the developmentof marine fisheries of Tianjin Binhai New Area as well as the conclusions section.
Through situation analysis, SWOT analysis, and drawing on the experience ofdomestic and international marine fisheries, the scientific advice of promoting thehigh yield, efficient and high-speed development of marine fisheries of Binhai NewArea is proposed, and the full text is concluded and summarized.
