摘 要
我国农村发展的速度与发展的程度不仅仅反映了我国的发展现状也突出了人民的生活水平高低，体现了整个社会的发展质量。农村公共体育服务体系的建设是建设服务型政府，提高全民健身体系的必然要求，实现向体育强国迈进的目标。本文主要是在充分的实证研究的基础上，深入了解我省农村实际的公共体育服务现状，发现问题并及时反馈给相关政府行政部门。并通过发挥政策的支持和导向作用，全面提高我省农村公共体育服务的水平，发展农村体育文化，以促进农村群众的身心健康，满足农民精神文化需求，推动社会主义新农村建设和农村社会和谐文明发展。从党的十六大报告第一次将“公共服务”明确界定为政府职能之一，到十六届六中全会又提出要“逐步实现基本公共服务的均等化”,再到国家“十二五”发展规划纲要提出的要“建立健全基本公共服务体系”,这一系列重要文件精神都表明，在我国社会发展问题上，推动公共服务改革与发展，保障和改善民生，已逐步成为核心内容之一，农村体育事业必将迎来新的发展机遇。
本文在研究文献资料的基础上结合山东实际情况了解公共体育服务在山东的发展现状，采用文献资料法、访谈法、问卷调查法以及实地考察法等方法，得出结论：山东省农村公共体育服务设施配置存在问题，活动过于平乏，农村需求不能得到均衡满足，山东省农村公共体育服务政策不健全等问题。根据目前我省农村公共体育服务发展现状，在现代公共服务理论指导下，大胆探索符合我省实际，又具有可操作性的能有效提高公共体育服务质量和水平的政策，并对政策的实施提出意见与建议。
1、农村公共体育服务质量与水平决定着农村体育发展程度，影响着农村全民健身运动的深入开展，继而影响着农村群众身心健康发展。
2、农村公共体育服务水平的提高需要以科学合理的符合实际的政策为基础，需要充分发挥政策支持与指导，因此政策的改革与创新、落实是新时期农村公共体育服务发展的关键。而以农民为本，关注民生，又是政策制定的根本落脚点。
3、农村体育的发展我省仍然存在许多的问题和不足，特别是城乡严重失衡的发展普遍存在着。农村公共体育服务政策的落实需要发挥政府以及社会各方面的积极性，需要建立社会监督与评价制度。

Public sportsservice system in rural areas is to build service-oriented government, a necessaryrequirement to improve national fitness system, to achieve the goal of sports powerforward physical power. In this paper, the literature, interviews, questionnaires, data carding andfield trips and other methods, according to the status of public sports servicedevelopment in rural province is currently under the guidance of the modern theory ofpublic service, boldly explore the province in line with reality, and operable toeffectively improve the quality and level of public sports services policy and putforward opinions and suggestions to implement the policy.

The farmer-oriented,people's livelihood, and the end result is the fundamental policy formulation.
3, the development of rural sports in our province there are still many problems andshortcomings, especially a serious imbalance in the development of urban and ruralprevalence. Implementation of the rural public sports services and governmentpolicies need to play the enthusiasm of all sectors of society need to establish socialmonitoring and evaluation system.
