摘要
近年来随着内蒙古地区经济由能源开发的迅猛发展型向资源综合利用的成熟稳健型转化，资源可持续利用与地区生态环境维护逐渐为政府、企业、资源管理者和使用者所重视。
本文从国内外对于环境责任保险制度建设领域发展情况入手，针对内蒙古地区经济结构特点，在充分分析当前地区环境经济保障建立情况下，尝试提出构建环境责任保险制度体系的可行性思路。着重强调体系构建参与者的责任界定，政府、企业、保险公司三个行为主体在环境责任保险制度构建过程中的中长期职责定位，进而对制度构建形成基础支撑。同时，兼顾于地区环境责任风险认识度及保障需求度，建议在实际实施过程中，采取建立在强制保险基础之上的保障与灾备双重管理体系，以确保环境责任保险实施基础的稳定性和可持续性。最后，基于地区经济和企业行为保障需求的思考，对保险企业提出产品及保障的创新要求，通过提升可保风险契合度，进而增加环境责任保险制度体系的活力。
诚然，环境责任保险制度在国内的发展尚属起步阶段，对内蒙古地区而言似乎更加言之尚早。但笔者认为“工欲善其事，必先利其器”,通过探讨环境责任保险理论基础，分析比较国内外发展情况，研究制度实施的基本模式及保障特点，必将为内蒙古地区环境责任保险制度的建立提供积极参考。

ABSTRACT
In recent years, the government, enterprises, resource managers and users payattention to sustainable utilization of resources and regional ecological environmentmaintenance, with the development of the Inner Mongolia region economy developedfrom energy resources e?qploitation to comprehensive utilization.
This article attempts to put forward a feasibility process to constructenvironmental liability insurance system in the Inner Mongolia, taking thecharacteristics of Inner Mongolia region economic structure into account. Emphasison the responsibility of the participant definition, as well as the long-term rolepositioning of government, business, insurance companies, three agents in thebuilding process of the environmental liability insurance system, then the systemconstruction and form the basis of support. At the same time, considering in theregional environment responsibility risk awareness and security needs,the authorsuggest that in the process of actual implementation, adopt protection and disasterpreparedness dual management system based on compulsory insurance, to ensure thatthe stability and sustainability of the environmental liability insurance system. Finally,the innovation of the products and guarantee requirements to insurance companieswas proposed based on the regional economic and security requirements of enterprisebehavior thinking, through ascension, which the activity of environmental liabilityinsurance system will be increased by promoting insurable risk intergrading degree.
Admittedly, the development of environmental liability insurance system inChina is still in its infancy, for Inner Mongolia region seems more early. But theauthor thinks that “Right tool for the right job”. This paper will provide a positivereference to the establishment of the environmental liability insurance system in theInner Mongolia region by discussing environmental liability insurance theory,comparative development situation both at home and abroad and the basic mode andimplementation characteristics of institutional implementation.
